Introduction Pamunkey Regional Library is seeking a highly organized, people-focused, and collaborative professional to join our Administrative Team as our Human Resources Administrator. This position will play a key role in supporting the employees who make our seven-library regional system successful and in strengthening the human resources practices that support our organization. The Human Resources Administrator will support a wide range of HR functions, including recruitment and hiring, new employee onboarding and orientation, staff and system training, performance management, employee records, and the day-to-day human resources needs of the Library.

The position will work closely with the Library Director and managers throughout the organization to provide guidance, coordination, and administrative support across the employee experience. As an important liaison with Hanover County, the Human Resources Administrator will also coordinate with our County partners on employee benefits and other HR-related services administered on behalf of Pamunkey Regional Library. This includes helping qualifying employees understand and navigate PRL's wide-ranging benefits and connecting staff with the appropriate resources and support.

About This Role The Human Resources Administrator supports the full employee lifecycle at Pamunkey Regional Library and serves as a central resource for employees and managers on human resources matters.

Working closely with the Library Director, managers, and Hanover County partners, this position helps ensure that PRL's human resources practices are responsive, consistent, well-organized, and focused on supporting employees and the Library's mission. Recruitment, Hiring & Onboarding Coordinates recruitment activities for positions throughout Pamunkey Regional Library, including preparing and posting job advertisements, organizing applications, scheduling interviews, and communicating with candidates and hiring managers. Assists managers with interview preparation, candidate evaluation, reference checks, and other components of the selection process.

Coordinates pre-employment requirements and works with Hanover County and other partners as necessary to complete required employment processes. Coordinates and continuously improves PRL's new employee onboarding and orientation program. Ensures new employees receive the information, resources, training, and organizational introductions necessary for a successful start.

Maintains recruitment, hiring, and onboarding documentation and records. Training & Employee Development Coordinates PRL's system-wide employee training and professional development activities. Assists with identifying training needs in partnership with the Library Director and managers.

Develops, schedules, and facilitates employee training on organizational policies, procedures, customer service expectations, workplace practices, and other system-wide topics. Coordinates training provided by managers, subject-matter experts, Hanover County, vendors, and outside organizations. Supports employee participation in conferences, workshops, webinars, and other professional development opportunities.

Assists with developing training resources, guides, presentations, and other materials for employees. Performance Management & Employee Support Coordinates PRL's employee performance evaluation process and assists managers with evaluation timelines, documentation, and procedures. Provides administrative support for employee coaching, performance improvement, recognition, and professional development efforts.

Works closely with the Library Director and managers to address day-to-day employee and workplace needs. Assists managers in understanding and consistently applying PRL personnel policies and procedures. Supports employee recognition initiatives and other efforts designed to strengthen employee engagement and organizational culture.

Handles employee information and workplace matters with professionalism, discretion, and appropriate confidentiality. Benefits & Hanover County Coordination Serves as a primary PRL administrative liaison with Hanover County on human resources and employee benefits matters. Assists qualifying employees with understanding and navigating the wide range of benefits available to them through PRL's partnership with Hanover County.

Connects employees with the appropriate Hanover County resources for questions involving health insurance, retirement, leave programs, and other benefits. Coordinates benefit-related communications and information for PRL employees. Assists with benefit enrollment activities, employee status changes, and other HR processes in coordination with Hanover County.

Maintains a strong working relationship with Hanover County Human Resources and other County departments involved in employee administration. HR Administration & Records Maintains accurate and organized personnel and human resources records in accordance with applicable policies and record-retention requirements. Prepares HR correspondence, forms, reports, tracking documents, and other administrative materials.

Assists with maintaining and updating PRL personnel policies, procedures, job descriptions, organizational documents, and HR resources. Tracks important HR deadlines, evaluation periods, training requirements, employee documentation, and other administrative processes. Assists with gathering and analyzing workforce information to support staffing, recruitment, training, and organizational planning.

Supports compliance with applicable federal, state, and local employment requirements and PRL policies. Administrative Team & Organizational Support Works closely with the Library Director as a member of the PRL Administrative Team to support the day-to-day operations of the Library system. Provides HR guidance and administrative support to Branch Managers and department managers across the organization.

Participates in Administrative Team meetings, organizational planning, and system-wide initiatives as assigned. Assists with special projects related to staffing, organizational development, employee engagement, policy development, and operational improvement. Builds positive working relationships with employees throughout PRL's seven library locations and Administrative Support Center.

Provides responsive and professional internal customer service to employees and managers and represents PRL professionally when working with external partners. Performs other related duties and responsibilities as assigned by the Library Director. Minimum Requirements Knowledge of general human resources principles and practices, including recruitment, hiring, onboarding, employee development, performance management, benefits administration, and employee relations.

Working knowledge of applicable federal and Virginia employment laws, regulations, and human resources practices. Ability to interpret, explain, and consistently apply personnel policies, procedures, and organizational practices. Strong interpersonal skills and the ability to establish positive, professional working relationships with employees, supervisors, managers, job applicants, government partners, and members of the public.

Experience with or knowledge of NEOGOV or a comparable applicant tracking and human resources management system is preferred and considered a plus. Strong organizational and time-management skills with the ability to manage multiple projects, deadlines, recruitment processes, and administrative responsibilities simultaneously. Knowledge of employee training and professional development practices, including the ability to identify training needs, coordinate learning opportunities, and develop or facilitate effective staff training.

Strong presentation and facilitation skills with the ability to communicate effectively with individuals, small groups, and larger staff audiences. Ability to learn PRL's organizational structure, personnel policies, operating procedures, and relationships with Hanover County and other governmental partners. Proficiency with standard office technology and productivity software, including Microsoft 365 applications, and the ability to learn HR, applicant tracking, payroll, scheduling, and other administrative systems used by PRL and its partners.

Ability to adapt to changing organizational needs, priorities, policies, and processes in a dynamic public-service environment. Ability to support a positive workplace culture that values teamwork, accountability, professional growth, excellent service, and respect for colleagues. Ability to travel between PRL locations and other work sites as necessary to provide training, attend meetings, assist managers and employees, and support system-wide HR activities.

Preferences Three (3) or more years of progressively responsible professional experience in human resources, personnel administration, or a closely related field. Professional human resources experience in a local government, public library, educational institution, nonprofit organization, or other public-service environment. Experience supporting multiple locations, departments, or work units within a single organization.

Experience with recruitment and selection processes, including job postings, applicant screening, interview coordination, candidate communication, reference checks, and onboarding. Experience developing, coordinating, or facilitating employee orientation, training, and professional development programs. Experience supporting employee performance management processes, including evaluations, coaching, performance improvement, and employee recognition.

Experience assisting managers and supervisors with the interpretation and consistent application of personnel policies and procedures. Experience developing or updating human resources policies, procedures, job descriptions, forms, training materials, or other organizational resources. Experience with NEOGOV or a comparable applicant tracking or human resources management system.

Advanced proficiency with Microsoft 365 applications and experience using technology to improve HR workflows, recordkeeping, communication, and administrative processes. Experience working collaboratively with senior leadership and department managers on staffing, employee development, organizational planning, or other HR initiatives. Professional certification in human resources, such as SHRM-CP, SHRM-SCP, PHR, or SPHR, or demonstrated progress toward obtaining a recognized HR certification.
