Role Description This is a full-time Proposal Writer role based in Rockville, MD with a hybrid work arrangement, allowing some work from home. The Proposal Writer will be responsible for the entire proposal lifecycle, that includes but not limited to creating, editing, and finalizing high-quality, compliant, and compelling proposal content in response to federal RFPs, RFIs, and RFQs. Working closely with the Business Development team, this role ensures all technical, management, and past performance volumes are persuasive and adhere strictly to solicitation instructions. Day-to-day responsibilities include analyzing RFP requirements, collaborating with subject matter experts and proposal managers, and organizing content to address technical, management, and pricing sections. The role also involves maintaining proposal templates and libraries, ensuring consistency of messaging, and adhering to deadlines and formatting guidelines. The Proposal Writer will work closely with cross-functional teams to refine technical narratives, improve clarity and impact, and support continuous improvement of the proposal development process.

Responsibilities:

  • Develop, write, and edit proposal sections (technical, management, past performance, resumes, etc.) for federal RFPs/RFIs.
  • Collaborate with Subject Matter Experts to collect inputs and tailor responses.
  • Ensure compliance with solicitation requirements, templates, and style guides.
  • Participate in color team reviews and incorporate feedback.
  • Pipeline Management
  • Maintain boilerplate libraries and reusable content repositories.
  • Support graphics, formatting, and layout for final submission packages.
  • Track opportunities and assist with proposal schedules and deliverables


Qualifications

  • Bachelor’s degree in English, Communications, Technical Writing, Public Health, Information Technology, or a related field, or equivalent experience.
  • 3-5 (three to five) years of experience in proposal writing or technical writing for Federal Government contracts (HHS, DoW, DHA, DHS).
  • Detailed understanding of contract vehicles, terms and conditions, success factors, etc.
  • Strong understanding of RFP structures and compliance requirements (especially in GovCon or Health IT).
  • Excellent writing, editing, and organizational skills.
  • Proficiency with Microsoft Office Suite and SharePoint; familiarity with proposal tools (e.g., GovWin, Awarded AI, or similar) a plus.
  • APMP Foundation certification preferred but not required.
  • Candidates should possess skills in Proposal Management and RFP analysis to coordinate proposal efforts and interpret solicitation requirements.
  • Candidates should possess strong Technical Writing and Proposal Writing skills to create clear, persuasive, and compliant proposal content.
  • Candidates should possess excellent Communication skills, including the ability to collaborate with technical, business, and leadership stakeholders.
  • Experience working on proposals for federal health agencies or government contracts is highly beneficial.
  • Strong attention to detail, organization, and ability to manage multiple deadlines in a fast-paced environment.
  • Proficiency with standard office and collaboration tools (e.g., Microsoft Office, SharePoint, or similar platforms).
  • Familiarity with health IT, clinical research, or public health domains is a plus.
