Job description

The incumbent serves as the Division Director of Advanced Analytics and Data Products, reporting to the Deputy Director for CX Data, Analytics, and Technology Solutions (CX DATS). The incumbent is responsible for leading and shaping the full scope of VA's customer experience data management, analytics, and business intelligence capabilities, vision and strategy that inform and drive VA-wide and national decision-making.

Qualifications:To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
You may qualify based on your experience and education as described below:
Individual Occupational Requirements:
A. Degree:
that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience: courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  1. Leading analytical and statistical studies to support organizational planning, policy development, and decision-making;
  2. Developing and implementing enterprise data analytics strategies, business intelligence capabilities, data governance, and customer data management methods; and
  3. Leading or supervising staff by setting performance expectations, evaluating performance, and ensuring organizational objectives are achieved.

Experience independently establishing and directing an organization's customer experience data analytics strategy, including building governance frameworks for CX data collection, integrating disparate customer data sources, and setting organizational direction for how customer insights are used to drive decision-making.
  3. Experience providing executive leadership over multiple organizational functions supporting customer experience improvement initiatives, while managing competing organizational priorities and achieving strategic objectives tied to customer satisfaction, engagement, or service delivery outcomes.

Local Commuting Area: The local commuting area for this position is defined as a radius of 50 miles from Washington, DC. This includes all locations that fall within a 50 mile driving distance from 810 Vermont Avenue NW, Washington, DC 20420.
