Introduction

THIS IS A CONTINUOUS EXAMINATION: The examination consists of an\r\non-going review of candidates' applications and supplemental questionnaires to\r\nverify possession of minimum qualifications. Those candidates who possess\r\nthe minimum qualifications for the class will be placed on the eligible list\r\nbased on an evaluation of education, training, and experience. The eligible\r\nlist resulting from this recruitment and selection process may be used to fill\r\nfuture vacancies which may arise within the next year.\r\n\r\nThis examination will cancel any\r\nexisting list and may last approximately one year but can be extended. We are environmental protection specialists, food and recreation\r\nfacilities inspectors, certified hazardous materials and waste specialists,\r\nrecreational water quality technicians, land and water protection regulators,\r\nand vector control biologists.\r\n\r\nFor more information about the\r\nDepartment of Environmental Health, please visitwww.acgov.org/aceh\r\n\r\nHazardous Materials Division/Certified\r\nUnified Program Agency (CUPA): Hazardous\r\nMaterials Division/Certified Unified Program Agency (CUPA): Incumbents assigned\r\nto the Hazardous Materials Division/CUPA are responsible for conducting\r\ninspections, permitting, training/outreach and enforcement; investigating\r\nincidents related to hazardous materials, waste tire or pollution of the waters\r\nof Alameda County; lending technical assistance during emergency response;\r\nproviding regulatory oversight; and ensuring compliance with applicable laws\r\nand regulations\r\n\r\nLocal Oversight Program (LOP): Incumbents assigned to the LOP\r\nDivisionare responsible for providing regulatory and technical oversight\r\nfor the routine or frequently seen leaking Underground Storage Tanks and other\r\ncontamination sites; Providing review and analysis of technical data and\r\nevaluates the effectiveness of corrective actions at contaminated sites;\r\nConducting environmental oversight surveys; investigating potential community\r\nhealth hazards; evaluating sites based on current and future use; ensuring\r\ncompliance with applicable laws and regulations and local ordinances.\r\n\r\nHousehold Hazardous Waste Program (HHW):\r\nIncumbents assigned to\r\nthe HHW Division will be responsible for employee safety, efficiency and\r\ncompliance with applicable requirements during operations and service to the\r\npublic and businesses, including during handling, accumulation, transport and\r\ndisposal of hazardous waste and materials collected at a Permanent HHW\r\nFacilities and for oversight of all activities at temporary events. Duties\r\ninclude: train and supervise Senior Hazardous Materials (HM) Specialists, HM\r\nSpecialists, Environmental Health (EH) Technicians, EH Maintenance Workers,\r\nClerks and administrative staff and contractor employees to provide good\r\ncommunication and service to the public; material handling, packing and\r\nshipping, recordkeeping and reporting compliant with all relevant requirements;\r\narrange for purchase of all needed equipment, supplies, services; determine and\r\nimplement preventative measures to reduce risk of incident, injury or\r\ndisruption of service to the public; coordinate on-call response to monitoring\r\nsystem activation and; take a leading role in response to any incident or\r\nemergency.\r\n\r\nFood & Recreational Health Program: Incumbents within the Food and\r\nRecreational Health Program are responsible for conducting complex inspections\r\nof retail food facilities, temporary food events, swimming pools, spas,\r\nrecreational water facilities, and other regulated establishments; reviewing\r\nand processing plan review submittals for food and recreational facilities;\r\nevaluating compliance with applicable federal, state, and local laws,\r\nregulations, and ordinances; providing guidance and technical assistance to\r\noperators regarding safe food handling, sanitation, and recreational water\r\nsafety requirements; investigating foodborne illness complaints and suspected\r\noutbreaks; responding to public health emergencies related to food and\r\nrecreational water; preparing detailed inspection and enforcement reports;\r\nissuing permits and notices of violation; coordinating enforcement actions when\r\nnecessary; mentoring and training assigned staff; and serving as a program\r\nresource to ensure protection of public health and safety.\r\n\r\nSolid Waste Program - Body Art and\r\nMedical Waste:\r\nIncumbents within the Solid Waste Program are responsible for oversight of body\r\nart facilities and medical waste generators, with duties such as conducting\r\ncomplex inspections of solid waste handling and disposal facilities, transfer\r\nstations, landfills, body art establishments, and medical waste generation,\r\nstorage, treatment, and disposal sites; reviewing and processing plan review\r\nsubmittals, permits, and registrations; evaluating compliance with applicable\r\nfederal, state, and local laws, regulations, and ordinances; investigating\r\ncomplaints related to solid waste, body art practices, and medical waste\r\nmanagement; responding to illegal dumping and improper disposal incidents;\r\nproviding technical assistance and regulatory guidance to facility operators\r\nand practitioners; preparing detailed inspection and enforcement documentation;\r\nissuing notices of violation and coordinating corrective actions; assisting\r\nwith emergency response related to solid or medical waste incidents; mentoring\r\nand training assigned staff; and serving as a program resource to ensure\r\nprotection of public health, worker safety, and environmental quality.\r\n\r\nTHE POSITION\r\nUnder general supervision, conducts\r\ninspections and investigations to enforce applicable state health and safety\r\ncodes, regulations and local ordinances; and to perform related work as\r\nrequired. Program responsibilities include, but are not limited to retail food\r\nfacilities, consumer protection, public swimming pools/spas, public water\r\nsystems, on-site sewage disposal/treatment systems, housing, recreational\r\nareas, institutions, work sites, solid waste, medical waste, hazardous\r\nmaterials, vector control and public health nuisances.\r\n\r\nIncumbents in this class are typically\r\nassigned to a geographical area or a specific program, in which they are\r\nresponsible for maintaining disciplinary surveillance for assigned program\r\nareas, conducting routine inspections ofall facilities on inventory,\r\ninvestigating disease outbreaks and responding to complaints as they arise.\r\n\r\nUnder the supervision of the Supervising\r\nEnvironmental Health Specialist, the Section Chief, or the Director, incumbents\r\nsubmit all completed inspection reports, records, correspondence and daily\r\nactivity reports for review. MINIMUM QUALIFICATIONS

The minimum professional requirements\r\nfor admission to the competitive assessment process include:\r\n\r\nCERTIFICATION:\r\nPossession of a valid Certificate of\r\nRegistration as an Environmental Health Specialist Issued by the California\r\nStateDepartment of Health Services.\r\n\r\nEDUCATION:\r\nGraduation from an accredited four-year\r\ncollege or university (180 quarter units or 120 semester units) with major\r\ncourse work in environmental health science or a closely related field.\r\n\r\nLICENSE:\r\nPossession of a valid California\r\ndriver's license.\r\n\r\nNOTE:The Civil Service Commission may modify\r\nthe above Minimum Qualifications in the announcement of an examination.\r\n
