Job description

Specialized Experience: To qualify for this position, your resume must describe at least one year of

specialized experience equivalent to the next lower grade level (DE-02) or equivalent pay band in the Federal service which includes: 1) Applies extensive knowledge of one or more functional programs, such as financial or human resources management, to conduct program planning, evaluation, and analysis techniques; 2) develops policies, procedures, and plans that provide tools or resources for broad application and are significant to the success of key mission programs affecting the organization; 3) frequently engage with representatives from higher headquarters to communicate project or program results at higher levels within and outside the organization

Position Responsibilities:

• Serve as senior analyst and action officer for the directorate concerning budget/finance, contract execution, Functional Support Agreements (FSAs), recruitment, staffing and manpower responsibilities.

• Duties require the ability to plan, analyze, and review major programs associated with mission and

customer funded programs. Apply advanced, principles, regulations, and policies for operational

requirements in budget, planning and execution of financial and human resources.

• Participates in budget estimates and provides interim and final checks on direct funding and FSAs before submission for adequacy, consistency with previous experience, assignment of functions, dollar guidance, and conformity with established procedures and guidance. Support financial reporting, budget analysis and execution, and resource requirement development.

• Serve as directorate primary point of contact to facilitate human capital programs providing regulatory guidance and advising leadership to avoid or resolve personnel issues. Research and apply Department of War, Department of Army and Science and Technology Reinvention Laboratories (STRL) regulations, procedures and policy directives to ensure proper applicability. Complete assigned special projects within the HR arena, such as VERA/VSIP initiatives, Furlough processes, HR audits, policy and process development and documentation.

• Serve as ASIC subject matter expert for strategic workforce planning and coordination with management team to ensure critical hiring requests are completed accurately and submitted in a timely manner. Provide strategic recommendations for filling position and/or skill gaps and fulfill staffing tasks such as processing personnel actions through AutoNOA and DCPDS and tracking through to completion; create position descriptions and job announcements; complete pay setting documentation.

• Conduct studies and data analytics of ASIC OCoS fiscal and human capital functions, collecting, analyzing, and evaluating information to recommend best practices within the OCoS and recommend potential improvements.
