Established in 1970, Boley Centers, Inc. is a private, non-profit organization serving individuals with mental disabilities, individuals and families who are homeless, Veterans and youth in Pinellas County. Boley Centers has an opportunity for a full-time Vice President of Housing Development.
The Vice President of Housing Development will be responsible for leading Boley Centers' affordable housing development initiatives and expanding the organization's real estate development capacity. Reporting to the Chief Housing Officer, this executive leadership position will be responsible for managing the complete housing development lifecycle - from project conception through occupancy - while supporting Boley Centers' strategic vision of expanding affordable and supportive housing opportunities throughout Florida.
Working in close partnership with the Chief Housing Officer, the VP of Housing Development will provide executive leadership for all phases of development, including opportunity identification, site acquisition, financial feasibility, financing strategy, Florida Housing Finance Corporation (FHFC) funding applications, project financing, design, construction, regulatory compliance, and project closeout.
While the VP of Housing Development will be responsible for the planning, financing, design, development, and construction of new housing projects, the Housing Management Department retains responsibility for the ongoing operation, compliance, leasing, maintenance, and management of completed housing assets. The Vice President will work collaboratively with Housing Management throughout the development process to ensure successful project delivery and long-term operational success.
DUTIES & RESPONSIBILITIES
Strategic Housing Development
- Lead the organization's affordable housing development strategy and maintain a multi-year development pipeline.
- Identify opportunities for land acquisition, adaptive reuse, redevelopment, preservation, and new construction.
- Conduct market analysis, financial feasibility studies, and development due diligence.
- Develop long-term housing expansion strategies aligned with Boley Centers' Strategic Plan.
- Identify opportunities to expand permanent supportive housing, veterans housing, senior housing, and other affordable housing initiatives.
- Monitor emerging federal, state, and local affordable housing funding opportunities and recommend strategic investments.
Florida Housing Finance Corporation (FHFC) Development
Serve as the organizational lead for all Florida Housing Finance Corporation development activities, including but not limited to:
- Competitive funding applications
- State Apartment Incentive Loan (SAIL)
- Low-Income Housing Tax Credit (LIHTC)
- HOME Rental Programs
- National Housing Trust Fund
- Live Local Act opportunities
- Other affordable housing finance programs
Real Estate Development
- Lead all phases of the housing development process, including:
Pre-Development
- Site identification and acquisition
- Financial feasibility analysis
- Development budgeting
- Environmental due diligence
- Engineering studies
- Land use and zoning coordination
- Community engagement
- Entitlement process
- Development scheduling
- Risk assessment
Design and Planning
- Coordinate architects and engineering consultants.
- Oversee project design.
- Facilitate value engineering.
- Ensure compliance with accessibility and universal design standards.
- Coordinate permitting activities.
- Review construction documents and specifications.
Construction
Develop and implement transition plans to ensure completed developments are successfully transferred to the Housing Management Department for ongoing operations, leasing, compliance, maintenance, and asset management and provide executive oversight for:
- General contractor procurement and selection.
- Construction contract negotiations.
- Construction administration.
- Budget management.
- Schedule monitoring.
- Change order review and approval.
- Construction quality assurance.
- Owner's representative coordination.
- Project commissioning.
- Final inspections.
- Project closeout.
Procurement and Contract Administration
Ensure procurement activities comply with all applicable federal, state, local, and organizational requirements and develop and oversee procurement processes for:
- Architects
- Engineers
- Environmental consultants
- Surveyors
- General contractors
- Owner's representatives
- Specialty consultants
Financing and Capital Development
- Develop financing strategies for housing developments.
- Coordinate lenders and financial partners.
- Assist with construction and permanent financing.
- Develop project budgets and financial projections.
- Monitor project expenditures and cash flow throughout the development and construction process.
- Coordinate the timely review and processing of contractor, consultant, and vendor payments associated with development projects.
- Manage the funding draw and reimbursement process, ensuring all required invoices, pay applications, certifications, supporting documentation, and other required materials are accurately prepared and submitted to the appropriate funding sources.
- Track funding draws and reimbursements to ensure payments are received, properly documented, and reconciled with project expenditures and approved project budgets.
- Identify grants, appropriations, philanthropic investments, and other capital funding opportunities.
Strategic Affordable Housing and LIHTC Development
Build upon Boley Centers' successful history of affordable housing development by:
- Expanding the organization's expertise in larger-scale affordable housing financing.
- Evaluating opportunities for Boley Centers to serve as the lead developer, co-developer, or strategic supportive housing partner on LIHTC developments.
- Building relationships with experienced affordable housing developers, syndicators, investors, lenders, consultants, and housing finance professionals.
- Identifying strategic partnerships that expand Boley Centers' mission and affordable housing portfolio.
- Developing a long-term roadmap that increases the organization's capacity to successfully undertake larger and more complex affordable housing developments.
Partnership Development
Represent Boley Centers in affordable housing development initiatives throughout Florida and develop and maintain strategic relationships with:
- Florida Housing Finance Corporation
- U.S. Department of Housing and Urban Development
- Local Housing Finance Authorities
- Housing Authorities
- County and Municipal Governments
- Community Redevelopment Agencies

Leadership
- Provide leadership and oversight for housing development staff, owner's representatives, development consultants, architects, engineers, and construction professionals.
- Develop policies, procedures, and best practices related to housing development and construction management.
- Coordinate multidisciplinary development teams to ensure projects are completed on time, within budget, and in compliance with funding requirements.
- Collaborate closely with the Housing Management Department throughout the development process to ensure new developments are designed, constructed, and transitioned in a manner that supports long-term operational success.
- Coordinate with Housing Management on lease-up planning, operating budgets, maintenance considerations, staffing needs, and transition from construction to ongoing property operations.
- Prepare reports and presentations for the Chief Housing Officer, Executive Leadership Team, and Board of Directors.
EDUCATION & EXPERIENCE
- Bachelor's degree in Real Estate Development, Urban Planning, Construction Management, Engineering, Architecture, Finance, Business Administration, Public Administration, or a closely related field required. Masterโs degree preferred. Education must be from an accredited school, college, or university.
- At least seven years of progressively responsible experience in affordable housing development, multifamily housing development, commercial real estate development, or nonprofit housing development. Preferred experience includes:
- Florida Housing Finance Corporation funding programs.
- Low-Income Housing Tax Credit (LIHTC) developments.
- Permanent Supportive Housing.
- HUD-funded housing developments.
- Construction management.
- Public-private partnerships.
- Affordable housing finance.
- Consultant and contractor management.
