Position summary

This position is meant to help plan, organize, direct and coordinate assigned court support functions while directing and training clerical staff on department procedures, system protocols, and technical guidelines of the Court system. The Court Supervisor assists the Clerk of the District Court and related personnel actions in the hiring, evaluation, coaching, discipline, and overall supervision of all Deputy Court Clerks. The work is performed under the general supervision of the County Clerk or Chief Deputy Clerk. Direct supervision is exercised over assigned subordinates consisting of lead Court Clerks and other assigned Deputy Clerks or administrative support staff. The principal duties of this position are performed in a general office or courtroom environment.

Essential Duties and Responsibilities (may vary by assignment or as needed)

The position assumes responsibility and performs tasks in the following areas:

1. Performs all duties, responsibilities, and interactions in an effective, professional, compliant, and safe manner according to County policies, procedures, and practices,
2. Supervises, trains, aids, evaluates and directs the work of subordinate employees, assigns and sets project priorities, monitors workload, monitors work for timely completion and compliance with legal standards, guidelines, and deadlines,
3. Assists with recruitment and selection of new employees including conducting interviews and evaluating applicants, making hiring recommendations, and conducting new hire department orientation and training,
4. Monitors staff compliance with job duties, established codes of conduct, professional ethics and competency standards including, but not limited to, job performance, positional authority and scope, confidentiality, conflict of interest, political activity, and related issues,
5. Administers and implements Court policies and procedures related to clerking and general judicial support functions, including evaluation of current policies and procedures, consulting with judges and other affected parties, and recommending changes and improvements,
6. Monitors and implements changes in policies and procedures as mandated by the Idaho Supreme Court and State Legislature and in-services staff as necessary,
7. Monitors and ensures compliance of records request and retention requirements, and preservation functions according to applicable laws and department policy and procedures,
8. Provides guidance and information to judges, deputy clerks, attorneys, County employees, and appropriate members of the public,
9. Runs reports or documents for the Idaho Supreme Court as requested,
10. Performs general office duties including answering the phone, assisting the public, and operating various office equipment, a personal computer and related department software,
11. Processes appeals from the Magistrate Court to the District Court, District Court to Supreme Court, and Judicial Reviews,
12. Performs data entry and updates of District Court criminal files on all hearings from arraignment to final deposition including entering and canceling bench warrants, probation violations, post sentencing motions, appeals, post convictions, etc.,
13. Accepts, processes, and secures monies received for fees, processes daily balancing and deposits, and balances month end financials with Auditor's office,
14. Processes new felony complaints, issuing summons or warrants,
15. Issues warrants on general case and felony files,
16. Guides and motivates staff towards an efficient and effective team environment, and
17. Performs other tasks or responsibilities as assigned or necessary to meet department and County objectives.

Competency Requirements

This position obtains, possesses, and deploys the following knowledge, skills, and abilities to effectively perform their responsibilities:

Knowledge Of:

1. Federal, State, and County statutes, codes, laws, ordinances, rules, guidelines, regulations, and ethical standards governing court records,
2. Court and judicial system operations, processes, procedures, methods, protocols, terminology, requirements, policies, with emphasis on the functions records, file creation, retention, and other technical and clerical support of the Court,
3. Basic and necessary mathematical functions, and standards and accepted practices for cash handling, bookkeeping, and departmental accounting,
4. County or other governmental budget and fiscal recordkeeping standards and practices, and
5. English grammar, spelling, punctuation, and composition at a proficient technical and conversation level.

Skill To:

1. Communicate effectively, both orally and in writing in English, to be able to appear provide and model exceptional customer service, and to provide professional and supportive communication to officials, coworkers and others involved in court functions,
2. Perform current supervisory practices such as providing vision and motivation, employee training, daily supervision, and delegation, addressing concerns, optimizing operations, mentoring, evaluating performance and other necessary supervisory functions to meet department objectives and maintain a productive work environment,
3. Interpret, apply, implement, and re-enforce Court and department policies, procedures, standards, mandates, and applicable laws, regulations, and guidelines, and
4. Operate standard office equipment including phones, copier/scanner/fax machines, computer workstations, case management systems, recording and other required applications, along with occasional use of motor vehicles applications.

Ability To:

1. Establish and maintain effective working relationships with judges, the public, attorneys, court personnel, law enforcement agencies and personnel, local elected and appointed officials, and subordinates and other County employees under occasionally stressful conditions,
2. Demonstrate integrity, initiative, sound judgment, problem-solving, and decision-making skills based on established guidelines and procedures, while maintaining complete confidentiality of individuals, Court records and proceedings, or other personal information,
3. Schedule and manage time effectively, set and adapt to changing priorities and frequent interruptions, while multi-tasking multiple duties, projects, assignments, and work environments with accuracy and speed under the pressure of deadlines,
4. Be organized and helping organize the work and systems of others, and by also maintaining and preparing records, files, reports, court calendars, documents, correspondence, and database, and
5. Follow written and oral instruction under supervision, work as part of a team, or work independently to analyze needs, and implement solutions that arrive at desired results.

Required Qualifications

• High School diploma or GED equivalency,
• A current and valid Idaho driver's license,
• Three years (3) years of supervisory experience, and
• Two (2) years of courts, legal or other court related work, OR
• Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the essential functions of the job.

Preferred Qualifications

• Five (5) years of supervisory experience,
• Five (5) years of court, legal or other court-related experience, and
• Associate degree in public administration, management, legal studies, or a related field.

Work Environment & Physical Requirements

The principal duties of this position are typically performed in both office, court and occasional travel to outlying offices or training.

Physical requirements include (with or without reasonable accommodation):

1. Sufficient clarity of speech and hearing, which permits the employee to discern verbal speech and communicate in-person, or by telephone with coworkers, court officials, and the public,
2. Sufficient visual acuity, which permits the employee to perceive to comprehend written work instructions review, evaluate, and prepare a variety of written documents, technical manuals, records, and related materials,
3. Sufficient manual and fine-motor dexterity which permits the employee to operate a personal computer and office equipment and operate a motor vehicle,
4. Sufficient agility and flexibility to move, stoop, bend, reach, kneel, stand, walk, and sit for extended periods in office and court environments, and
5. Sufficient strength and balance to push, pull and lift records, case file, and boxes of up to 25 pounds.
