Job description

Position Summary

The Director of Human Resources & Administration is responsible for leading all HR functions at Avenues, including staffing, scheduling, payroll, employee relations, compliance, and administrative operations.

This role ensures the organization is fully staffed, compliant with all regulatory requirements, and operating with clear structure and accountability. The Director serves as a key member of the leadership team and plays a critical role in shaping culture, supporting staff performance, and maintaining operational stability.


Key Responsibilities


1. Staffing, Scheduling & Workforce Management

  • Develop and maintain staffing schedules for all Direct Support Professionals (DSPs)
  • Ensure adequate coverage across all homes and programs
  • Proactively address call-offs, vacancies, and coverage gaps
  • Partner with Program Operations to align staffing with client needs


2. Recruitment, Hiring & Onboarding

  • Lead full-cycle recruitment efforts (sourcing, interviewing, hiring)
  • Ensure timely onboarding and orientation of all new hires
  • Maintain hiring pipelines to support organizational growth and stability
  • Ensure all new employees meet certification and training requirements


3. Payroll & Time Management

  • Process payroll accurately and on schedule
  • Track employee time, attendance, and PTO requests
  • Ensure compliance with wage and hour regulations
  • Address payroll discrepancies and employee concerns


4. Employee Relations & Performance Management

  • Address employee concerns, conflicts, and disciplinary actions
  • Lead and support corrective action processes
  • Coach supervisors on performance management and accountability
  • Promote a culture of professionalism, ownership, and respect


5. Compliance & Records Management

  • Maintain all employee files in accordance with state and federal regulations
  • Ensure compliance with Ohio DODD requirements and training standards
  • Track certifications, background checks, and required documentation
  • Prepare for audits and ensure HR-related readiness


6. Administrative Oversight

  • Oversee administrative processes related to staffing and documentation
  • Ensure timely creation and delivery of monthly paperwork requirements to all homes
  • Support internal communication and coordination across departments
  • Maintain organized systems for HR and administrative operations


7. Leadership & Culture Development

  • Serve as a member of the Avenues leadership team
  • Model and reinforce expectations around accountability, professionalism, and communication
  • Support initiatives that strengthen team culture and staff engagement
  • Identify opportunities to improve processes, efficiency, and staff performance


Minimum Qualifications

  • High School Diploma
  • Minimum of 2–3 years of HR or administrative leadership experience
  • Experience in healthcare, residential services, or developmental disabilities required
  • Knowledge of Ohio DODD regulations required

Avenues is a local Agency service provider in the state of Ohio operating multiple locations while providing support to our community of individuals with developmental disabilities and mental health diagnosis. Avenues has a strong local leadership team that takes the time to understand and get to know our staff and clients while making them the center of our organization with every decision that we make. With flexible shifts, health benefits and the numerous company activities, you will enjoy the working environment at Avenues. Unlike other DSP positions in the local area, our staff focuses on one home and reports to the same location for shift without having to travel to multiple locations. Avenues also has sites that are staffed by multiple DSP's that adds to the team atmosphere so that your not always handling everything by yourself. Our staff and clients come first above all else
