Job Summary:
The Arizona Department of Administration (ADOA), Risk Management Division (RMD), is seeking a dedicated Property and Liability Intermediate Adjuster to oversee the end-to-end claims process for a diverse portfolio of assigned cases. The successful candidate will manage exposures including auto property and liability, bodily injury, state-owned property damage, and third-party property damage. The scope of responsibility will include claims involving premise liability involving slips and falls, inmate property and civil rights cases, road hazard and claims involving foster parents. Beyond administrative claim handling, the adjuster serves as a critical analyst, providing strategic recommendations aimed at mitigating risk and preventing future losses to the State of Arizona.
Operating with a high degree of professional autonomy, the Intermediate Adjuster typically works independently with minimal oversight to resolve cases ranging from $100 to $100,000, with occasional exposure to higher-value settlements. While the position requires a self-starting approach to decision-making, the incumbent will benefit from the collaborative environment of the Risk Management Division, receiving moderate instruction and technical guidance from senior-level adjusters as needed. This role offers a unique opportunity for an insurance professional to apply their investigative and analytical expertise toward safeguarding the State's assets and ensuring fair resolution for all involved parties.

Job Duties:
- Conduct comprehensive investigations into coverage, liability, and damage exposure in strict accordance with Arizona Revised Statutes (A.R.S.), Arizona Administrative Code, common law, and other applicable legal authorities.
- Perform on-site inspections and field investigations across the state of Arizona as required to validate claim details and assess physical damages.
- Manage the full lifecycle of claim files through the Risk Management Information System, ensuring precise claim coding, document indexing, and proactive diary management.
- Establish and maintain accurate loss reserves, document detailed log notes, and confirm all professional communications and stakeholder contacts.
- Determine coverage, evaluate subrogation potential, and develop robust defense and settlement strategies based on thorough investigative findings.
- Prepare high-level technical reports, including status updates, formal settlement authorizations, and trial recommendations for leadership review.
- Collaborate extensively with state agency representatives, legal counsel, loss prevention consultants, and external experts to mitigate risk and resolve complex disputes.
- Represent the Risk Management Division in legal and administrative proceedings, including depositions, mediations, arbitrations, pretrial conferences, and trials.
- Participate in and monitor high-level meetings, such as Joint Legislative Budget Committee (JLBC) hearings and agency-specific strategic sessions.
- Drive claims toward final resolution through professional negotiation efforts and strategic plan-of-action implementation.
Knowledge of:
- The Arizona Revised Statutes, Arizona Administrative code, and Executive orders.
- State and federal court procedures, precedents, case law, and contract law.
- The operations of state government, policies and procedures, as well as a clear understanding of other public entity relationships and legal responsibilities that run concurrent with state obligations.
- Insurance practices and procedures, coverage regulations, and related terminology.
- Economic and accounting principles, financial markets, banking, and the analysis of and reporting of financial data.
- Considerable knowledge of workers' compensation regulations.
- Considerable knowledge of annuity contracts and their uses.
- Comprehensive knowledge of medical terminology, medical treatment, and related procedures (including surgical, dental, and psychological).

- Property and liability laws and adjusting and subrogation principles.

- Thorough knowledge in adjusting highway design claims, medical malpractice claims, slip and fall claims, employment claims, auto liability claims, bodily injury and personal injury claims.
- Knowledge of DES/CPS care-custody and control claims, and other general liability claims.
