The City of Archdale is seeking a City Engineer to plan, manage, and deliver the public infrastructure and capital projects that shape the City’s future. Join the Archdale team to help build a community that residents are proud to call home.

This position plays a critical technical and administrative leadership role in planning, designing, and overseeing the construction and maintenance of Archdale’s public infrastructure. The City Engineer serves as the City’s professional engineering authority — managing the Capital Improvement Program, administering construction contracts, coordinating with NCDOT and NCDEQ, supporting water and wastewater infrastructure in partnership with the Public Works Director, and advising the City Manager and City Council on engineering and infrastructure matters.

The ideal candidate brings a strong technical foundation in civil and municipal engineering along with the communication skills, sound judgment, and collaborative spirit needed to work effectively with elected officials, regulatory agencies, developers, contractors, and the public. This role calls for a professional who can manage complex, long-horizon capital projects while remaining responsive to the day‑to‑day needs of a small, high‑performing municipal organization.

Basic Function & Job Requirements

Performs difficult professional, technical, and administrative engineering work in planning, designing, managing, and overseeing the construction and maintenance of the City’s public infrastructure and capital projects. Work also involves cross‑functional support of water and wastewater infrastructure operations in coordination with the Public Works Director and other department directors as necessary for capital project management. The employee exercises considerable independent judgment in the application of engineering principles and practices and reports directly to the City Manager. Supervision may be exercised over contractors, consultants, and technical staff as assigned.

Capital Project Management
  • Plans, manages, and administers the City’s Capital Improvement Program (CIP), including project prioritization, scoping, scheduling, budgeting, bidding, and closeout.
  • Develops construction contract documents including plans, specifications, and bid packages; administers contracts and manages consultant and contractor performance.
  • Oversees and inspects construction activities on capital projects to ensure compliance with contract documents, engineering standards, and applicable regulations.
  • Serves as project manager for assigned capital projects from inception through final acceptance, maintaining records of approvals, invoices, schedules, and change orders.
  • Prepares cost estimates, engineering reports, and technical studies in support of capital project planning and Council presentations.
Engineering & Technical Services
  • Provides professional civil engineering design, analysis, and oversight for public infrastructure including streets, stormwater, drainage, sidewalks, and public facilities.
  • Reviews and approves engineering plans, specifications, and submittals for public and private development projects for conformance with City standards, ordinances, and applicable codes.
  • Coordinates with the North Carolina Department of Transportation (NCDOT) on encroachment agreements, roadway projects, and infrastructure affecting state‑maintained facilities.
  • Coordinates with the North Carolina Department of Environmental Quality (NCDEQ) on permits, regulatory compliance, and reporting related to public infrastructure.
  • Prepares or reviews engineering maps, record drawings, plats, and GIS‑based spatial records.
  • Applies engineering seal to plans and documents as authorized under licensure.
Water & Wastewater Infrastructure
  • Cross‑trains with the Public Works Director to develop working knowledge of the City’s water distribution and wastewater collection systems, including infrastructure condition, capacity, regulatory requirements, and operational considerations.
  • Assists in the technical oversight of water and wastewater infrastructure maintenance and capital projects, and serves as a backup technical resource for Public Works on utility infrastructure matters.
  • Monitors applicable NCDEQ regulatory requirements related to water distribution and wastewater systems and assists with compliance documentation as needed.
  • Participates in planning for long‑range water and wastewater system improvements, including contributing to the Capital Improvement Program for utility infrastructure.
  • Participates with and supports regional partnerships including the City’s wastewater partnership with High Point and water partnership with PTRWA.
Planning, Regulatory & Advisory Functions
  • Assists in the preparation of the annual capital budget and multi‑year CIP; tracks project expenditures and provides status reporting to management and City Council.
  • Represents the City in dealings with state and federal regulatory agencies, NCDOT, private developers, engineers, and the general public.
  • Provides technical assistance and recommendations to the City Manager, City Council, and other departments on engineering and infrastructure matters.
  • Participates in the review of subdivision plats, site plans, and development applications to ensure compliance with City engineering standards and applicable regulations.
  • Researches, prepares, and assists with applications for infrastructure‑related grants and state revolving fund financing; administers grant requirements as assigned.
  • Attends City Council meetings, board meetings, and other public meetings as required; prepares and presents staff reports and technical information.
  • Maintains current knowledge of applicable federal, state, and local laws, regulations, standards, and best practices governing municipal engineering.
Administrative
  • Maintains project files, engineering records, permit records, and other departmental documentation in an organized and retrievable manner consistent with NC public records law.
  • Performs related work as apparent or assigned.
Education & Requirements Minimum Qualifications
  • Bachelor’s degree in Civil Engineering or a closely related engineering field from an accredited institution.
  • Registration as a Professional Engineer (PE) in the State of North Carolina, or PE licensure in another state with the ability to obtain NC licensure within twelve months of appointment.
  • Valid North Carolina driver’s license, or valid out‑of‑state driver’s license with the ability to obtain a NC driver’s license within sixty (60) days of employment, and a satisfactory driving record.

An equivalent combination of education and experience sufficient to demonstrate the knowledge, skills, and abilities required for the position may be considered at the discretion of the City Manager.

Preferred Qualifications

Minimum of five years of progressively responsible professional engineering experience, with experience in municipal or public works engineering preferred.
