Job description

JOB SUMMARY

Responsible for implementing and ongoing preservation of corporate standards for quality assurance, internal controls, reporting, and audit preparation. Protects Owner’s interests by ensuring compliance with federal and state programs, including but not limited to Low Income Housing Tax Credit (LIHTC), Project Based Section 8 Rental Assistance, Public Housing, HOME, HUD etc.

REPORTS TO: Director of Affordable Housing and Compliance

SUPERVISES: None

REQUIRED EDUCATION AND TRAINING

DEGREES AND DIPLOMAS

•

An associate degree or equivalent is recommended and/or at least 5+ years of related experience required including but not limited to affordable housing compliance.

TRAINING/CERTIFICATES/ASSOCIATION MEMBERSHIPS

•

Certified Occupancy Specialist, C3P, SCHM and/or similar designations required.

•

Tax Credit Specialist (TCS) preferred.

KNOWLEDGE, SKILLS, AND ABILITIES.

•

Demonstrated ability to read, write and communicate effectively with residents and management.

•

Demonstrated mathematical skills necessary to add, subtract, multiply, and divide numbers to verify income.

•

Proven experience working in a tax credit community.

•

Must be organized, have a strong attention to detail and be able to work under challenging time constraints.

•

Proficiency in using property management software(s), as well as Microsoft Office.

Walk, sit; use hands, talk, and listen. The employee is occasionally required to reach with hands and arms and stoop, kneel, crouch or crawl. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus and be able to view computer screens, mobile devices, and other electronic equipment for extended periods of time where visual strain may result.

Must be able to physically access all exterior and interior parts of the property, including common areas.

•

Must be able to push, pull, lift, carry or maneuver weights of up to twenty (20) pounds independently.

•

May be called upon to work long hours and odd schedules including, but not limited to, some weekends and/or holidays.

•

Routine travel will be required to conduct and attend training programs, business meetings, on-site file audits or other situations necessary for the accomplishment of some or all the daily responsibilities of this position. May require airline travel, out of town and/or overnight trips.

•

Will be periodically called upon to work outside of normal working hours including, but not limited to every weekend and/or holidays.

ESSENTIAL FUNCTIONS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. a.

Approves any transfers, swaps, employee MI’s or any files within $2,000 of the income limits.

b.

Fosters a positive, active, and collaborative relationship with clients, communities, and associated agencies.

c.

Enforces and adheres to company policies, rules, and regulations.

d.

Assists in the development, implementation and maintenance of Affordable Compliance processes, procedures, and documentation.

e.

Conducts internal training and testing (individual and group) with the Greystar L& D team.

f.

Attends onboarding calls to be sure team members are aware of the processes and required documents needed during onboarding.

g.

Assists with set up affordable PMS systems to be sure property is set up properly and team has all tools needed to manage the affordable program.

h.

Monitors and stores all site regulatory agreements and program compliance documents to prevent non-compliance at properties.

i.

Develops, oversees, and updates internal reporting controls, including monthly, quarterly, and annual reporting, compliance matrices, and other reporting to assist with ongoing program compliance.

j.

Assists with audit coordination, oversight, and response when needed.

k.

Attends compliance-related continuing education seminars.

l.

Reports and meets with Affordable Compliance Manager weekly on how department is performing and areas for improvements or concerns.

m.

Special projects as assigned by Director of Affordable Housing and Compliance

n.

Works patiently, professionally, and cooperatively with internal staff and clients to provide high quality customer service.

o.

Preserves and respects resident and applicant confidentiality.

p.

Other duties as assigned.

OTHER ASPECTS OF JOB

1.

Must have flexibility to work at other properties as required by the management team.

2.

Assist in placing, removing, and updating banners, balloons, bandit signs, flags, etc.

3.

May be asked to distribute newsletters, pamphlets, flyers, etc.

4.

May be required to assist in special projects or activities designated by the company. This may include due diligence, property acquisition/disposition, serving on or participating in company sponsored or sanctioned committees, organizations, functions, etc.

5.

May be required periodically to complete bookkeeping duties or assist in maintenance areas.

6.

Adhere to the highest legal and ethical standards/practices.

7.

Practice property safety techniques in accordance with the Company and Company procedures.

8.

Ensure accuracy of timeclock punches and approve timecard at the end of each pay period.

9.

Maybe required to assist in special projects or activities designated by the Company. This may include, but not be limited to due diligence, property acquisition/disposition, serving on or participating in company sponsored or sanctioned committees, organizations, functions, etc.
