Senior Yardi & Compliance Operations Manager

Position Summary

We are seeking an experienced affordable housing and property management professional with advanced Yardi expertise to oversee compliance operations, system administration, financial reporting support, and portfolio-level property management functions. This role serves as the primary liaison between operations, accounting, compliance teams, ownership groups, auditors, and regulatory agencies.

The ideal candidate combines deep knowledge of affordable housing compliance programs with strong technical Yardi administration experience and the ability to lead cross-functional operational initiatives across a multi-property portfolio.

Key Responsibilities

Yardi Administration & Systems Management

  • Serve as the lead administrator and subject matter expert for the Yardi property management platform across the portfolio.
  • Configure and maintain Yardi workflows, security roles, permissions, charge codes, resident data, reporting structures, and system integrations.
  • Troubleshoot and resolve system issues related to leasing, accounting, compliance, maintenance, and resident billing operations.
  • Monitor system performance, conduct data audits, and ensure accurate data flow between Yardi and third-party platforms.
  • Lead software upgrades, property onboarding, data migrations, and implementation projects.
  • Develop and maintain Yardi SOPs, training documentation, and internal controls.

Affordable Housing Compliance

  • Ensure portfolio compliance with LIHTC, HUD Section 8, Fair Housing, and applicable federal, state, and local affordable housing regulations.
  • Interpret regulatory documents and oversee compliance setup for new acquisitions, lease-ups, and program/property conversions.
  • Support Management and Occupancy Reviews (MORs), file audits, agency inspections, and investor reporting requirements.
  • Coordinate responses to compliance-related inquiries from agencies, investors, auditors, and third-party compliance vendors.
  • Monitor property performance and operational adherence to affordable housing requirements and occupancy standards.
  • Provide guidance to site teams regarding certifications, recertifications, EIV/TRACS processes, utility allowances, income calculations, and file compliance standards.

Financial Operations & Audit Support

  • Serve as the primary liaison between property operations and external auditors for compliance testing, financial support schedules, variance explanations, and audit documentation.
  • Assist with accounts payable, invoicing workflows, general ledger oversight, reconciliations, and reporting processes.
  • Support monthly, quarterly, and annual budgeting processes in collaboration with regional and corporate leadership.
  • Analyze operational and financial reporting for accuracy, trends, deficiencies, and risk mitigation opportunities.

Training & Leadership

  • Train and support property managers, regional staff, and corporate personnel on Yardi functionality, compliance procedures, and operational best practices.
  • Develop and deliver ongoing compliance and systems training programs.
  • Lead policy implementation, procedural updates, and operational improvement initiatives.
  • Provide mentorship and direction to compliance and operational staff across the portfolio.

Minimum Qualifications

  • Minimum 5 years of experience in affordable housing compliance, property management operations, or Yardi administration.
  • Minimum 5 years of supervisory or leadership experience.
  • Advanced proficiency in Yardi Voyager required.
  • Strong working knowledge of LIHTC, HUD Section 8, Fair Housing, and affordable housing compliance regulations.
  • Experience supporting MORs, agency audits, and regulatory reviews.
  • Experience with Washington, D.C. affordable housing programs strongly preferred.
  • Advanced Microsoft Excel skills, including reporting, data analysis, and reconciliation functions.
  • Excellent written and verbal communication skills.
  • Strong analytical, troubleshooting, organizational, and problem-solving abilities.
  • Ability to manage multiple priorities in a deadline-driven environment.

Preferred Qualifications

  • C3P, CAM, CAPS, SHCM, NAHP, HCCP, or similar industry certifications.
  • Experience with Yardi Affordable Housing, Voyager 7S, Procure to Pay, PAYscan, RENTCafé, and ancillary Yardi modules.
  • Experience with portfolio conversions, lease-ups, and acquisitions.
  • Prior experience supporting multi-state affordable housing portfolios.
