The Equal Employment Opportunity Specialist performs the following major duties:

• Assists in managing the discrimination complaint process for employees and Peace Corps Volunteers by managing investigations into complaints of discrimination to include intake, counseling, acceptance/dismissal determinations, amendments to investigations, approval of investigative plans, legal sufficiency reviews of investigative reports, and preparation of final orders.
• Assures complaints are processed within established time limits and in accordance with published regulations and policies.
• Maintains strict impartially when working with complainants and management officials.
• Works with COR in assignment of tasks to the EEO services contractor including counseling, investigations and alternative dispute resolution, providing contractors with administrative support and holding them accountable for meeting regulatory timelines and contractual requirements.
• Prepares complete, timely reports on pre-complaint counseling activities, the status of formal complaints, and the disposition of complaints closed.
• Accurately enters information into the electronic case tracking system to keep files current for accurate reporting of complaints activity.
• Serves as the primary point-of-contact for providing counseling services to aggrieved persons who may raise questions, seek guidance, direction and technical information, including responding to routine inquiries from complainants and responding management officials.
• Serves as the primary drafter for regulatory reports including MD-715, Form 462, and the Congressional No FEAR Act report.
• Develops and provides training to the workforce on their rights and responsibilities with respect to discrimination laws and agency policies during new employee orientation and in other settings.
• Works on projects related to affirmative employment of veterans and persons with disabilities, including serving as the selective placement program coordinator.

• You must successfully complete a Public Trust background investigation.
• A one-year probationary period may be required. This requirement is not applicable to current agency US Direct Hire employees who have completed a probationary period or current Experts who have served for more that 12 months.
• The initial appointment to this position cannot exceed five years.

Specialized Experience at the FP-3 (GS-13) Level: To qualify for this position at the FP-3 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression, FP-4 or GS-11. This experience must be directly related to the work of the position and must have equipped you with the knowledge, skills, and abilities necessary to successfully perform the duties of the role. Specialized experience includes: management of discrimination complaints involving sensitive information in complex organizations with multiple departments, divisions, or bureaus; experience writing and/or editing legally sound final agency actions, with need for minimal editing, for management's signature; experience drafting reports for submission to regulatory agencies.???

Time-in-Grade Requirements: Current or former Federal employees, including Peace Corps employees, must meet applicable Time-in-Grade requirements to be eligible for this position. For positions above the FP-09 (GS-05) level, you must have completed at least one year (52 weeks) at the next lower grade in the normal line of progression for the position to which you are applying.

• This is a federal civilian position in the Excepted Service, and the incumbent will serve as a member of the Foreign Service.
• Peace Corps employees are paid under the Foreign Personnel (FP) pay system, which differs from the General Schedule (GS) pay system. In the FP pay system, lower grade level numbers indicate higher levels of responsibility and pay. The FP-09 is the lowest, entry-level, grade and the FP-01 is the highest, senior-level, grade.
• If you are a current federal employee, your agency may grant you reemployment rights in accordance with Section 310 of the Foreign Service Act, 22 USC 3950. You must request and be granted reemployment rights prior to separation from your current federal agency.
