Job description

You will serve as a Supervisory Environmental Planner in the Environmental Planning and Conservation Product Line, Environmental Production Support Division of Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic.Qualifications:This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying to the 0819 Environmental Engineer series. Your license must be held in any State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: You must submit a copy of your current license with your application package if applying for the 0819 Environmental Engineer series. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Directing or leading a team of environmental professionals, scientists, or engineers in the execution of environmental planning projects/programs, related studies, and regulatory consultations/permits; 2) Managing complex environmental planning programs to ensure compliance with the National Environmental Policy Act (NEPA), Department of War (DoW) and Department of the Navy (DoN) environmental policies, and other applicable federal, state, and local statutes/regulations; 3) Overseeing, reviewing, and approving complex environmental planning documents, including Environmental Impact Statements (EIS), Environmental Assessments (EA), and Categorical Exclusions (CATEX) in support of military construction (MILCON), infrastructure projects, and military training and operations; 4) Serving as a technical authority to negotiate and coordinate with external regulatory agencies (e.g., National Marine Fisheries Service, U.S. Fish and Wildlife Service, State Historic Preservation Offices, and State environmental/resource protection agencies) to resolve complex environmental compliance and mitigation issues; 5) Planning, executing, and overseeing budgets, contracts, and schedules for environmental planning initiatives to support Navy and Marine Corps missions and readiness.

Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
Applicants applying to the Natural Resources Specialist 0401 series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position

Combination of education and experience: Courses equivalent to a major, as shown in the paragraph above, plus appropriate experience or additional education.
Applicants applying to the Environmental Engineer 0819 series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
