Departmental Overview

Health and Wellbeing is housed within the Division of Student Affairs and comprises University Health Services (UHS), Recreation and Wellbeing (RecWell) and Path to Care (PTC).

UHS is a comprehensive college health service providing fully accredited, primary medical care, counseling and psychological services, and innovative health promotion programs for students, faculty, and staff. UHS provides on-campus medical care and coordinates supplemental needs for off-campus care through a network of community specialists and hospitals. UHS manages the student health insurance and workers' compensation insurance programs.

UHS provides services to students Monday through Friday from 8:00AM to 6:00PM and on weekends. Approximately 65,000 visits occur annually including Primary Care, Urgent Care, Occupational Health, and Specialty Clinics. Services are designed to enable students to get the most from their educational experience, minimizing the impact of illness, injury and emotional distress on their academic careers. Medical care and wellness programs for faculty and staff are designed to meet their occupational health needs and minimize lost work time. Ancillary encounters are generated with the Radiology, Clinical Laboratory, Physical Therapy and Pharmacy departments. The Counseling and Psychological Services department sees an additional 15,000 visits per year.

RecWell provides UC Berkeley students, faculty, staff, and alumni, as well as the broader community, with a wide range of recreational activities. Programs and services range from group fitness, aquatics, adventure trips, drop-in fitness and recreation, intramural sports, sport clubs, personal training, and youth programs, and many other activities. RecWell is enhanced by its indoor and outdoor facilities, including three indoor locations, four pools, five tennis courts, and an outdoor adventure center at the Berkeley Marina. RecWell aspires to be at the forefront of collegiate recreation and campus well-being.

The PTC leads the efforts to transform UCB into a community that is free of sexual violence, sexual harassment, intimate partner violence, and stalking through prevention, advocacy, training, and healing. PTC collaborates with the campus community to make social change with the goals of preventing, intervening in, and responding to harassment and violence, and eliminating oppression.

Position Summary

The Administrative Manager oversees the following departments: Revenue generation / 3rd party billing, Budget - Health and Wellbeing, Finance - Health and Wellbeing, Patient accounts - UHS, the Business operations team - UHS, the Financial Analyst - Health and Wellbeing, and the Student Health Insurance Office (SHIO) - UHS.

This position is responsible for overseeing and coordinating Business Operations, the Student Health Insurance Plan (SHIP), and the Student Health Insurance Office (SHIO) within UHS. The Administrative Manager oversees third party billing, patient accounts, SHIP administration and revenue generation for UHS, while providing strategic financial leadership across three units to ensure compliance with UC, state, and federal requirements and supporting long-range planning, reserves strategy, and capital project financing.

ResponsibilitiesBusiness Operations

• Responsible for overseeing the UHS Business Services department which supports daily operations for UHS (Tang and satellite locations).
• Supervise the 2.0 FTE in the department.
• Oversee the team who process purchasing requests, payable requests receiving, reimbursements, storeroom ordering (UHS) and aiding in travel planning.
• Oversee centralized medical and office supply system.
• Oversee price comparison and tracking of medical supply costs for appropriate patient billing.
• Work with campus partners on vendor contracts and renewals.
• Oversee procurement cards, reconciliation and reporting.
• Ensure operational continuity and implement process improvements to enhance efficiency and cost control.

Third Party Billing and Revenue Generation

• Develop a third party billing department.
• Oversee accurate and timely billing to external entities, verify claims, resolve discrepancies, and maintain compliance with contractual and regulatory requirements.
• Coordinate with internal departments (clinical, finance, IT).
• Develop strategies to minimize write-offs and bad debt.
• Supervise billing, coding, and A/R staff. Track key performance indicators (KPIs) such as clean claim rate, denial rate, and collection rate.
• Generate financial and operational reports.
• Use data to identify trends and improve revenue cycle performance.
• Optimize revenue cycle systems and electronic health record (EHR) integration.
• Lead projects related to automation or system upgrades.
• Collaborate with internal and external partners for claims processing and vendor contracts.
• Manage vendor relationships.
• Supervise billing staff.
• Establish and oversee up-front credit and debit card payments.
• Chair the Committee on Fee Impact and Eligibility and establish fee schedules and charge capture.
• Ensure audit readiness and compliance with payer requirements, coding standards, and UC policies.

Student Health Insurance Plan

• Responsible for overseeing the administration and management of the university's student health insurance program (~11 FTE, ~23,000 enrollees).
• Supervise the Student Health Insurance Manager.
• Manage the plan's relationships with external UCOP/business partners.
• Oversee UHS billing of SHIP and manage the plan's financial and operational performance.
• Ensure that the insurance plan is compliant with state and federal regulations.
• Direct overall management of the Student Health Insurance Office which provides member services and administrative processes for UC Berkeley students and dependents.
• Manage relationships with external insurance vendors, ensuring that the plan meets students' healthcare needs and that contracts are renewed or renegotiated in a timely manner.
• Coordinate Request for Proposals for SHIP broker and SHIP carrier or providers.
• Participate in the selection process for insurance providers, ensuring the plan's offerings are competitive and meet the needs of students.
• Oversee and track service level agreements (SLAs) with insurance providers.

Budget and Financial Management

• Assist in the development and management of budgets for PTC, RecWell and UHS.
• Supervise the financial analyst (1 FTE).
• Monitor expenditures and ensure alignment with budgetary guidelines.
• Monitor budget performance throughout the year, ensuring that financial resources are appropriately allocated and spent.
• Provide regular reports and variance analysis to leadership on budget performance, highlighting any discrepancies and recommending corrective actions.
• Maintain the integrity of the organization's budget reporting and tracking systems through supervision and oversight of budget and fiscal staff and protocols.
• Develop, modify, and execute appropriate internal controls to protect University resources.
• Work closely with campus for reserves and capital project financial planning.
• Work with department heads and senior leadership to create, manage, and adjust budgets to meet organizational goals.
• Collaborate with revenue cycle teams to ensure accurate and timely billing, collections, and reimbursement processes.
• Lead training efforts to improve financial literacy and understanding across departments, ensuring all staff involved in budgeting processes are well-equipped to manage their financial responsibilities.
• Provide guidance and oversee grant proposal and management.
• Ability to approve timecards for all of UHS. Run staffing and salary reports.
• Lead longrange financial planning, scenario modeling, and multiyear forecasting across all units.

Administrative Management

• Provide operational, financial and policy guidance to UHS, RecWell and PTC.
• Serve as a point of contact for managers and supervisors.
• Suggest or oversee policy revisions.
• Meet with internal and campus partners as a representative of UHS, RecWell or PTC.
• Participate in professional development.
• Encourage and oversee professional development of supervisees.
• Participate in UHS, RecWell and PTC projects.
• Serve as a key advisor to the Associate Vice Chancellor for Health & Wellbeing and H&W leadership and represent the division on campuswide committees.

Required Qualifications

• Broad knowledge of and/or ability to learn the organization's processes, protocols, and procedures with a focus on budget, account, and fund management and / or personnel management under labor contract(s) and personnel policy.
• Broad knowledge of financial analysis and reporting techniques; human resources and risk management planning; and/or accounting and payroll.
• Strong verbal and written communication skills; ability to influence / persuade all levels of staff.
• Skills in organization and customer service to effectively manage multiple important priorities.
• Proven ability to organize department work functions in an efficient and effective manner.
• Broad knowledge of common organization-specific and other computer application programs.
• Skills to work collaboratively with other locations.

Preferred Qualifications

• Experience with and/or ability to learn UC financial systems and reporting tools.
• Demonstrated understanding of revenuegeneration principles, including the ability to apply strategies and interpret financial drivers to improve overall financial performance.
• Experience in a college health or college recreational sports setting.
• Minimum of 5 years management experience.
• Proven experience in managing teams, budgets, and operations.
• Minimum of 5 years of administrative experience.

Education / Training

• Bachelor's degree in related area and / or equivalent experience / training. (Required)

This range takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted annual salary range that the University reasonably expects to pay for this position is $140,000.00 - $170,000.00.

• This is an exempt, monthly-paid position.
• This is a full-time (40 hours/week) Career position eligible for UC benefits.

Other Information

• This is not a visa opportunity. This position does not include sponsorship of a new consular H-1B visa petition that would require payment of the $100,000 supplemental fee.
