Overview
Job Title: Project Manager
Location: Laurel, Maryland
Rivet Operations Company is looking for a Project Manager to provide day-to-day project management of facility engineering and construction support projects for the United States Secret Service (USSS) Facility Engineering Branch at the James J. Rowley Training Center (JJRTC). This role is designated Key Personnel by the Government and is responsible for the oversight of construction efforts at the project site.
The Project Manager manages construction and service projects from coordination through completion, working with customers, design teams, and the COR to keep projects on schedule and in conformance with contract requirements. The position independently applies advanced techniques to complex assignments and is viewed as a fully competent, experienced professional operating under limited supervision and general direction.
This role requires solid construction project management experience and the flexibility to support travel between JJRTC and associated project locations.
Key Responsibilities
โ€ข Manage day-to-day construction and service projects and provide oversight of construction-related activities.
โ€ข Coordinate schedules, designs, and problem-solving, including customer coordination, schedule review, and design review.
โ€ข Develop solutions to construction problems or existing field conditions, and review contractor submittals for contract conformance.
โ€ข Support the CO and COR throughout the acquisition phases of each project, including answering offerors' questions and attending/participating in site orientation visits and joint contractor/Government meetings.
โ€ข Draft technical responses to change orders.
โ€ข Prepare statements of work and cost estimates for new contracts and contract modifications.
โ€ข Support contract reporting requirements, including inputs to the Monthly Report and participation in performance update meetings.
โ€ข Travel required to different government locations periodically.
Requirements
Required Qualifications
  • Four-year degree in construction management, engineering, or a related field, or equivalent experience.
  • Minimum of 10 years' project management work experience on commercial or Government construction projects.
  • Ability to independently apply advanced project management techniques to complex assignments under limited supervision and general direction.
  • Strong communication, organizational, and problem-solving skills.
  • Proficiency with Microsoft Office Suite and project management tools.

Preferred Qualifications
  • Project Management Professional (PMP) or other project management certification.
  • Experience supporting Federal Government construction or facility engineering projects.
  • Experience preparing statements of work, cost estimates, and change order documentation.
  • Experience reviewing contractor submittals and coordinating design and construction activities.

Requires US citizenship. The applicant must possess (or be able to obtain) a favorable Tier 4 Public Trust background investigation within the last 5 years and complete all USSS suitability and non-disclosure documentation prior to commencing work.
