MAJOR FUNCTION

Advanced professional, creative and technical work, planning, coordinating, directing and producingย televisionย programsย andย videosย forย governmentย accessย channelย andย digitalย media.

ILLUSTRATIVE DUTIES

  • Underย generalย direction,ย employeeย worksย inย accordanceย withย governmentย televisionย standards of producers, and directs the activities of lower level production personnel and interns.
  • Exercises significant initiative and discretion in the professional and technical aspects of programย production.ย 
  • Work includesย physicalย andย mentalย difficultyย andย includesย allย aspectsย ofย video production.ย 
  • Must be able to work in a high-stress environment with multiple high- priority deadlines and manage simultaneous activities for clients of varying levels of importance.
  • Projectย developmentย andย executionย forย televisionย andย digitalย media,ย includingย research, script development, production, editing and broadcasting. Identifies and recommends resources needed to accomplish productions.
  • Leadย video/audioย engineeringย operationsย andย projectsย toย includeย design,ย dataย collection, writing specifications, reviewing project status, and ensuring compliance with requirements.
  • Design,ย procure,ย installย andย maintainย videoย andย audioย productionย systems,ย post-production systems, and automated playback system.
  • Formulateย technicalย requirementsย andย prepareย bidย specificationsย forย videoย andย audio systems and related distribution systems.
  • Assistsย inย strategicย andย long-rangeย planningย ofย channel'sย operations,ย programming,ย and equipment acquisition.
  • Instructsย andย overseesย theย workย ofย supportย staff,ย contractย producers,ย andย internsย during productions to ensure proper performance of assignments and equipment usage.
  • Operatesย masterย control/studioย controlย forย liveย andย pre-recordedย programmingย switching, including encoding and quality control of video and audioย signals.
  • Procures,ย produces,ย schedules,ย directs,ย edits,ย andย programsย televisionย shows,ย internetย videos and public service announcements.
  • Produces,ย directs,ย andย operatesย equipmentย forย liveย andย tapedย remoteย televisionย productions. Coordinates with event planners to ensure best use of equipmentย and personnel resources.
  • Directs and participates in set up for studio, truck and remote productions including site surveys,ย lighting,ย audio,ย cameraย setup,ย layingย cable,ย shootingย andย otherย engineeringย duties for video-production and operation of motor vehicle as required.
  • Setsย upย publicย address/microphoneย systemsย atย countyย functions.
  • Coordinatesย withย countyย communicationsย specialistsย toย ensureย maximumย exposureย for high-profile projects.
  • Maintainsย videoย library.
  • Performsย related workย asย assigned.

KNOWLEDGE, ABILITIES AND SKILLS

  • Demonstrated advanced proficiency in proper use of video production equipment, strong script writing skills, non-linear editing software (Adobe Premiere Pro, After Effects and Photoshop), directing, graphics, audio, waveform monitor, vector scope, traffic and automatedย playback,ย troubleshootingย ofย equipment,ย wordย processingย andย scriptingย programs.
  • Ableย toย workย independentlyย andย productivelyย andย directย workย ofย othersย as needed.
  • Knowledgeย ofย circuitย boards,ย processors,ย chips,ย electronicย equipment,ย computerย hardware and software, including programs and applications.
  • Knowledgeย ofย mediaย productionย andย disseminationย techniques,ย broadcasting,ย switching, control and system operations.
  • Knowledgeย ofย localย governmentย broadcastingย andย FCC regulations.
  • Mustย haveย visualย andย hearingย acuity.
  • Able to communicate effectively both orally and in writing. Must be able to work nights and weekends and travel when necessary. Must have knowledge of safety and occupationalย hazards.ย Mustย beย ableย toย performย inย allย weatherย conditions,ย liftย andย transport 45 lbs., bend, stoop, sit or stand for long periods of time and drive from location to location.
  • Exerciseย significantย initiativeย andย independentย judgmentย inย developingย andย managing multiple simultaneous projects with minimal general supervision.

MINIMUM QUALIFICATIONS

  • Graduate of an accredited (4) four-year college or university with major course work in communications, television, public relations or a closely related field and five (5) years progressiveย experienceย inย videoย andย digitalย mediaย programย developmentย andย production.
  • A valid driver's license is required; a Florida driver's license must be obtained upon employment. The employee must maintain a clean driving record to operate an assigned county vehicle.ย 
  • Aย comparableย amountย ofย relatedย trainingย andย experienceย mayย beย substitutedย forย theย minimum education qualifications.

SPECIAL REQUIREMENTS

"Candidates selected for an interview will be required to provide a professional portfolio showcasing relevant work experience, including examples of multimedia, graphic design, photography, marketing materials, and / or other creative projects.ย  Candidates must also submit examples of video productions they have developed, produced, edited, or otherwise contributed to that demonstrate their proficiency in video production and storytelling."

Willย beย requiredย toย workย flexibleย schedulesย outsideย theย normalย routine;ย eveningย andย weekend productions are typical requirements.

All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the county and its residents.ย
