Position Overview

Think Tank Inc. is seeking two (2) experienced Training Instructors to support the NOAA National Marine Fisheries Service Office of Law Enforcement (OLE) in delivering counter Illegal, Unreported, and Unregulated (IUU) fishing and Port State Measures Agreement (PSMA) training to foreign government fisheries inspectors and law enforcement personnel. This effort is conducted under a NOAA/Department of State (DOS) Interagency Agreement focused on sharing best fisheries law enforcement practices globally.

Instructors will co-deliver a NOAA-developed curriculum alongside NOAA Enforcement Officers and Special Agents in multi-day, in-person trainings hosted in Southeast Asia and other priority regions. No foreign language proficiency is required - interpretation services are provided by the Government.

This is a project-based engagement. Each base training requires approximately 9.5 days of labor (including 6 days in-country and virtual pre/post meetings). Three (3) base trainings are planned July 13 – September 30, 2026, with up to three (3) optional additional trainings through July 12, 2027. Anticipated first training start date: July 13, 2026.

Training Schedule & Scope

Base Trainings (Funded)

  • Three (3) in-person trainings in Southeast Asia between July 13 and September 30, 2026.
  • Possible locations include Philippines, Indonesia, Thailand, Vietnam, Taiwan, Senegal, or Latin America (exact cities TBD).
  • Each training is 6 days in-country with a classroom capacity of up to 40 trainees.
  • Contractor estimates 9.5 days of total labor per training event.

Optional Trainings (Exercisable)

  • Up to three (3) additional trainings between October 1, 2026 and July 12, 2027.
  • Locations in Southeast Asia, Africa, and South America (TBD).
  • Subject to Government exercise of optional line items and availability of additional funds.

Key Responsibilities

Task 1 – In-Person Instruction

  • Deliver NOAA-developed curriculum on PSMA implementation and counter IUU fishing to foreign government counterparts in multi-day in-person trainings.
  • Each instructor is responsible for presenting approximately four (4) PowerPoint presentations jointly with NOAA Enforcement Officers/Special Agents.
  • Co-teach approximately two (2) tabletop and interactive exercises with NOAA Enforcement Officers/Special Agents.
  • Co-lead PSMA vessel boarding exercises (two boardings per training) with NOAA Enforcement Officers/Special Agents.
  • Incorporate personal tactical and field experience into presentations; avoid reading directly from slides.
  • Remain in-country throughout the training, including weekends between training days (typical schedule: Wednesday–Friday and Monday–Thursday half day).
  • Follow Embassy Regional Security Officer (RSO) guidance on travel risk and safety.

Task 2 – Pre and Post-Training Meetings (Virtual)

  • Attend a 1.5-hour initial kickoff meeting with the NOAA team.
  • Complete virtual curriculum training for instructors: PowerPoint content review (1.5 hrs), tabletop exercise review (1.5 hrs), boarding exercise review (1.5 hrs), and interactive exercise review (1 hr).
  • Attend a 1-hour final pre-departure meeting prior to international travel.
  • Attend a 1-hour post-training debrief meeting upon return.

Task 3 – Professional Representation

  • Complete all assigned pre-reading materials prior to arrival in-country.
  • Treat all team members, course participants, and individuals encountered during travel with respect and dignity.
  • Actively engage and contribute relevant knowledge and experience throughout training sessions and workshops.
  • Prioritize relationship-building with course participants; engage proactively with participants during informal interactions.
  • Demonstrate cultural sensitivity while working with international colleagues and trainees.
  • Maintain situational awareness and a safe environment for instructors and participants at all times.
  • Wear professional attire throughout the training.

Minimum Qualifications (Required)

Experience

  • Prior experience working with NOAA OLE or another federal law enforcement agency.
  • On-the-ground experience conducting Port State Measures Agreement (PSMA) inspections or other counter IUU fishing operations.
  • Experience as an instructor and/or with capacity building programs for foreign government personnel.
  • Experience delivering technical training to law enforcement personnel in a professional context.
  • Experience providing technical expertise to trainings or workshops conducted in countries outside the United States.

Skills

  • Excellent verbal communication and presentation skills in English (interpretation services provided; no foreign language required).
  • Ability to engage adult learners from diverse cultural and professional backgrounds.
  • Ability to co-instruct and collaborate effectively in a team teaching environment.
  • Willingness and ability to travel internationally for extended periods (up to ~9.5 days per training event).

Preferred Qualifications (Desired)

  • Experience as a NOAA Enforcement Officer, Special Agent, or equivalent federal fisheries law enforcement role.
  • Familiarity with PSMA inspection protocols and international fisheries policy frameworks.
  • Prior experience conducting trainings or workshops in Southeast Asia, Africa, or Latin America.
  • Experience working with the Department of State or other U.S. Government interagency partners on international capacity building.

Additional Requirements

  • All contractor travel must be approved by the COR in writing (NMFS Travel Authorization Form) prior to actual travel. Travel conducted without prior authorization is at the contractor's own risk and expense.
  • Contractors will be required to sign a Non-Disclosure Agreement (NDA) prior to performance.
  • All documents, files, reports, notes, and photos created under this contract are the property of the U.S. Government and must be stored exclusively on Government-owned equipment.
  • Risk level: Low, as designated by NOAA OLE.
