Lead Inspector – Disaster Recovery Housing

Our organization plays a pivotal role in disaster recovery and resiliency programs, including those funded through HUD Community Development Block Grant Disaster Recovery (CDBG-DR), Community Development Block Grant Mitigation (CDBG-MIT), FEMA Individual Assistance (IA), FEMA Public Assistance (PA), FEMA Building Resilient Infrastructure and Communities (BRIC), and initiatives led by the U.S. Army Corps of Engineers (USACE).

LEMOINE is seeking a Lead Inspector to be a key part of our Florida disaster recovery team. Working alongside inspectors, estimators, and construction managers in the Tampa Bay area, this role brings experience and technical depth to field inspection operations across CDBG-DR housing recovery programs serving Hillsborough, Pinellas, and surrounding counties. In addition to conducting complex inspections and preparing Xactimate-based scopes of work, the Lead Inspector helps ensure the team's work meets program compliance, quality, and documentation standards. This position may also support other Florida programs as our work expands.

Job Responsibilities

  • Conduct comprehensive residential inspections - interior, exterior, crawlspace, attic, and roof - across all phases of construction for homes enrolled in CDBG-DR housing recovery programs in Hillsborough, Pinellas, and surrounding counties.
  • Prepare Xactimate-based scopes of work and cost estimates for assigned properties; verify accuracy, completeness, and CDBG-DR eligibility prior to contractor assignment.
  • Review and quality-check scopes of work and inspection reports prepared by Construction Inspectors; share technical feedback and help ensure consistency with program standards.
  • Work alongside and provide guidance to Construction Inspectors; assist with property assignments, field accompaniments, and day-to-day team coordination.
  • Support job tracking and inspection logistics by monitoring inspection assignments/status and preparing efficient daily inspection routes for Construction Inspectors based on location, priority, and program timelines.
  • Serve as an experienced field resource for general contractors, helping resolve complex scope questions, construction issues, and change order considerations in coordination with the Deputy Construction Manager.
  • Conduct in-progress and final inspections to verify completed work meets approved scope, program specifications, and applicable building codes; document and communicate deficiencies.
  • Maintain complete and audit-ready project files for all assigned properties including photographs, inspection checklists, Xactimate estimates, completion reports, and sign-off documentation.
  • Communicate professionally with homeowners during all site interactions; maintain a customer-focused presence and escalate homeowner concerns appropriately.
  • Assist with Davis-Bacon Act compliance monitoring including certified payroll review, site labor interviews, and posting verification.
  • Contribute to quality assurance and quality control activities; help prepare for federal monitoring visits and program audits.
  • Share inspection production updates, deficiency trends, and GC performance observations with the Deputy Construction Manager or Construction Manager.
  • Adhere to and promote LEMOINE's LIFE Safe Work Practices at all inspection sites.
  • Willingness and ability to travel throughout the Tampa Bay area and across Florida as program needs require; valid driver's license required.

Physical Demands

The physical and mental demands of this position must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is frequently required to sit, stand, walk, use hands to finger, handle, or feel, reach with hands and arms, climb or balance, stoop, kneel, crouch, or crawl. The employee must be able to occasionally lift and/or move up to 50 pounds.

Required Qualifications

  • Associate's or Bachelor's Degree in Construction Management, Engineering, or related field preferred; High school diploma or GED required.
  • 5+ years of experience in residential construction inspection, construction management, or a related field; at least 3 years in CDBG-DR or other federally funded housing programs.
  • Proficiency with Xactimate for scope development, cost estimation, and construction document preparation; required.
  • In-depth knowledge of residential construction trades across all disciplines including roofing, structural, mechanical, electrical, plumbing, and general repair.
  • Experience working alongside or providing guidance to a team of field inspection or construction staff.
  • Strong working knowledge of HUD CDBG-DR regulations, Green Building Standards, Davis-Bacon Act, and Section 3 requirements.
  • Ability to conduct thorough inspections including confined spaces (crawlspaces, attics, roofs); physical ability to climb, stoop, kneel, and crawl required.
  • Excellent documentation discipline; ability to maintain complete and audit-ready project files across a high-volume inspection portfolio.
  • Proficiency in Microsoft Office Suite and mobile inspection or project management platforms.
  • Valid driver's license; willingness and ability to travel to scattered residential sites throughout the Tampa Bay area and across Florida.
