Position/Project Overview:

Project Solutions Inc. is seeking a Construction Inspector to provide on-site construction inspection services for the El Yunque National Forest in Puerto Rico, supporting building, road, trail, bridge, utility, and hurricane recovery construction projects. The selected inspector(s) will serve as the Government Technical Monitor (GTM), conducting field inspections, monitoring contractor compliance, documenting project progress, and ensuring construction quality and safety throughout the September 2026 to August 2028 period of performance.

This role is contingent upon award of project.

Responsibilities and Duties:

  • Perform on-site construction inspections to verify contractor compliance with project plans, specifications, contract requirements, and accepted construction practices
  • Monitor the quality of construction materials, equipment, and workmanship to ensure all work meets project and regulatory standards
  • Conduct inspections of building, road, trail, bridge, utility, drainage, and infrastructure improvement projects throughout El Yunque National Forest
  • Prepare and maintain detailed daily inspection reports, field notes, and Contract Daily Diaries documenting progress, site conditions, labor, equipment, weather, and construction activities
  • Identify deficiencies, non-compliant work, or potential issues and promptly communicate findings to the Contracting Officer (CO) and Contracting Officer's Representative (COR)
  • Review construction progress against approved schedules and monitor contractor adherence to project milestones and contract requirements
  • Verify that required safety procedures, construction standards, approved submittals, and applicable regulations are being followed at active job sites
  • Maintain organized project records, correspondence, testing reports, submittals, payment documentation, and inspection files throughout the life of each project
  • Travel between multiple project locations and perform field inspections in rugged terrain, steep slopes, and varying weather conditions across El Yunque National Forest, Puerto Rico

Required Education, Knowledge and Skills

Education/Certification:

  • No specific degree or educational qualification is required for this position.

Experience:

  • Experience performing construction inspection, quality assurance, or field oversight services on active construction projects to verify compliance with plans, specifications, and contract requirements
  • Experience interpreting construction drawings, technical specifications, schedules, and contract documents for civil, building, roadway, utility, or infrastructure projects
  • Experience documenting construction activities through daily inspection reports, field notes, project diaries, and photographic records
  • Experience inspecting construction materials, equipment, workmanship, and installed systems to confirm conformity with project specifications and accepted construction practices
  • Experience monitoring contractor progress, identifying deficiencies or non-compliant work, and communicating findings to project management and government representatives
  • Experience with trail, roadway, bridge, drainage, erosion control, retaining wall, utility, or facility construction projects, including work in remote or environmentally sensitive locations
  • Experience maintaining organized project files, submittals, testing reports, correspondence, payment records, and other construction administration documentation
  • Experience working safely in rugged outdoor environments, including traversing steep slopes, uneven terrain, and multiple construction sites under varying weather conditions

  • Thorough understanding of construction inspection principles, quality assurance practices, and accepted construction methods for civil, roadway, trail, utility, and facility projects
  • Excellent written documentation skills, with the ability to prepare accurate, detailed, and concise daily diaries, inspection reports, and project records
  • Strong attention to detail and observational skills to identify deficiencies, non-compliant work, safety concerns, and potential construction issues
  • Effective communication skills with the ability to coordinate professionally with contractors, the Contracting Officer (CO), Contracting Officer's Representative (COR), and project stakeholders
  • Working knowledge of construction safety requirements, erosion and sediment control measures, and applicable federal construction standards and specifications
  • Ability to manage multiple project sites, maintain organized project files, and track construction progress while supporting contract administration activities
  • Physical ability to perform field inspections in rugged and undeveloped terrain, including steep slopes and remote trail locations, under varying weather conditions throughout El Yunque National Forest
