BARGAINING UNIT / LEVEL: Professional Bargaining Unit - Level 08/10
SALARY RANGE: $81,516 - $106,565 annually DOQ
POSITION SUMMARYUnder the general supervision of the Chief of Engineering Services and the direct supervision of the Supervising Design and/or Supervising Field Engineer, work activities in this position primarily involve design, grant support, estimating, contract administration, bid solicitation, coordination with consultants outside agencies, and staff; permitting, construction oversight, and administration related to a variety of public works projects, including buildings and related systems, site development, pavements, bridges, telecommunications, sewer, water, dams; and recreational facilities such as waterparks, marinas golf courses and play areas.
SUPERVISION RECEIVED
This position works under the general supervision of the Chief of Engineering Services and the direct supervision of the Supervising Design and/or Supervising Field Engineer. Required to work independently and exercise judgment.
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Plans, organizes, and directs designated engineering activities.
  • Coordinates and communicates with park staff on the scheduling and project status.
  • Prepare contracts and specifications for associated projects.
  • Perform project and contract administration as a project engineer, including ensuring conformance with engineering plans, specifications, and construction and safety standards.
  • Inspect and evaluate existing facilities for condition, serviceability and compliance with applicable codes and standards; develop, review, and evaluate design documents for constructability, quality control and compliance with codes, standards, and design intent.
  • Cooperate and coordinate with surveyors to secure data used for design, construction, mapping land valuation, and other purposes.
  • Coordinate with other governmental agencies, architects, and consulting engineers, as necessary, to develop and complete projects.
  • Perform technical research and develop solutions to engineering problems.
  • Perform engineering analysis and design, utilizing computer-aided design systems to prepare complete and accurate working drawings and specifications for project construction.
  • Calculate project cost estimates.
  • Helps to maintain and administer information for an asset management system.
  • May serve on committees as assigned such as Safety Committee, Strategic Planning Committee, etc.
  • Aid in the development of grant proposals.
  • Collaborate with the Natural Resources, Planning, and other departments with projects.
  • Develop budget estimates.
  • The above essential duties are intended to describe the general nature of the work to be performed. Employees shall perform other duties as assigned.
MINIMUM/PREFERRED QUALIFICATIONSCivil Engineer - Level 08:
  • Bachelor's degree from an accredited college or university in civil engineering or related field.
Civil Engineer - Level 10:
  • Meets all the minimum qualifications of the Civil Engineer - Level 08.
  • Five years of related experience for Level 10.
  • Registration as a Professional Engineer (PE) in the State of Michigan required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
  • Strong working knowledge of Municipal engineering and parks & recreation operations.
  • Knowledge of construction equipment and its use.
  • Proficient with AutoCad Civil 3d, Microsoft suite and roadsoft.
  • Ability to operate listed tools and equipment.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to establish and maintain positive working relationships with the public, outside agencies and employees.
  • May be required to work assigned Special Events, Weekends, Evenings and Holidays.
  • Will be required to adjust schedule to meet organizational needs.
  • Ability to perform essential duties.
