Job description

Under general supervision, this position is responsible for assisting staff and management in the development, implementation, and maintenance of GIS projects and datasets. The role emphasizes field data collection and verification using mobile GIS and GNSS equipment to ensure accurate mapping of municipal assets. Responsibilities include editing and creating GIS data, conducting fieldwork, and providing guidance on data quality assurance, with a primary focus on supporting general GIS functions for the entire municipality.

Provides GIS support, as needed, to all City Departments.

Conducts field data collection and verification using mobile devices or GNSS equipment, ensuring collected information is accurately integrated into the City's GIS. Assists in deploying field mapping applications and GPS/GNSS technology, providing training and technical support for field personnel. Provides assistance and expertise in the design, update, and maintenance of departmental GIS datasets, utilizing industry-standard tools for database design, presentation, and schema updates.

Publishes and distributes GIS datasets as needed by City staff. Develops automated processes to facilitate smooth workflows and data accuracy. Compiles historical data from plat files, engineering contract files, design drawings, meter account files, and governmental sources for utility mapping updates.

Creates and maintains digital and interactive maps for use by City employees Converts AutoCAD drawings, field collected data, and data from outside organizations into appropriate formats. Works with the Information Technology Department to ensure data security, accessibility, and backup procedures. Facilitates data sharing, transfer, and integration within the guidelines established by the City'sInformation Technology Department.

Communicates GIS-related needs, initiatives, and issues to the GIS Administrator as needed. Stays current on GIS advancements and field data collection technologies by attending workshops, seminars, and training courses. Proficiency in or ability to learn scripting languages such as Python, Arcade, SQL, and JSON for automation, data analysis, and GIS application development.

Performs field and office work as required, sometimes in varying weather conditions and rugged terrain. Assists in receiving, reviewing, preparing, and submitting various records and reports. Interacts and communicates with various groups and individuals, including supervisors, coworkers, engineers, contractors, property owners, and the general public.

Scans and updates digital plans, documents, and GIS files. May be required to fill in for other positions within the department. Performs other related duties as required.

Minimum qualifications & Requirements Minimum Qualifications Education and Experience Requirements A high school diploma or GED is required. Six months of technical experience in GIS, CAD, surveying, or a related field; or an equivalent combination of education, training, and experience that provides the necessary knowledge, skills, and abilities. Licenses or Certifications Must have a valid South Carolina driver's license or be able to obtain one.
