The Air Force Civilian Service (AFCS) is currently looking for full-time civilian Regional Operations Director (Instructor Pilot), GS-0301-12 with the Civil Air Patrol-United States Air Force Liaison Office, Southwest Region located in Naval Air Station-Joint Reserve Base Ft Worth, TX
Salary Range: $116,000 - 131,000 (SSR - 0764)
NO 180-DAY WAIVER REQUIRED

In this role, you will serve as Civil Air Patrol - United States Air Force (CAP-USAF) Regional Program Manager assigned to analyze, validate performance, assign and approve missions, assess risk and risk management program, and ensure continued operational viability and existence of CAP wings and compliance with the Congressionally mandated Cooperative Agreement (CA) that supports CAP activities.
Minimum Flight Hour Requirements (Flight Logs are mandatory):
1500 Total Flight Hours
250 Pilot-In-Command Hours
75 Night Flying Hours
75 Flight Hours of Instrument Time (at least 10 hours must be in actual instrument conditions)
500 Instructor Hours
100 Hours Flying Time Last 12 Months

FAA Certifications, following will be accepted:
DD 214 (Member 4) or In Lieu of DD 214 Letter
FAA medical Cert Class II or better
Qualifications:
Must be a US Civilian
Must be able to obtain and maintain a Secret clearance
This position has been designated by the Air Force as a Testing Designated Position
Rated officer experience is critical to the success of the mission
Medical Examination/Physical: This position requires a physical/medical examination. The physical requirement of this position as determined by the manager is: Passing the evaluation results of the aviation class 2 physical.
Must possess and be able to maintain a FAA Medical Certificate Second Class or better.
The employee is required to meet and maintain CAP-USAF requirements to pilot general aviation aircraft on a recurring and regular basis, in support of the CAP-USAF mission.
Knowledge of and skill in operating complex general aviation (GA) aircraft in both an Air Force and GA environment.
Knowledge of the application of Air Force programmatic responsibilities as they relate to the CAP and the Cooperative Agreement.
Basic knowledge of federal grants management responsibilities such as financial management practices, budget procedures and supply processes in order to manage a multi-million dollar grant to a federal recipient.
Knowledge of and skill in using analytical methods and processes and effective use of computer support software, databases, spreadsheets and web sites to assist in analysis of program operations.
Skills needed to instruct and evaluate CAP programs, projects and activities to ensure adequate region level risk identification and management to ensure proper grants oversight.
Desired Experience:
Knowledge of AFNORTH Search and Rescue (SAR), Defense Support to Civil Authorities (DSCA) and Homeland Security (HLS) missions and their integration in order to guide CAP units on mission planning, execution and support
