Job Title: Java Developer
Location: New York, NY (Hybrid)
Duration: 31 Months (with potential for extension)

Overview:
We are seeking a Java Developer who will support our NYS client.
This role will support modernization of the New York State Integrated Eligibility System (IES) by designing, developing, and supporting scalable, high-performance Java applications for critical health and human services programs.
The Java Developer will collaborate with architects, testers, business analysts, product managers, and other stakeholders throughout the software development lifecycle to deliver secure, reliable, and maintainable enterprise applications.
Duties:
  • • Design, develop, and implement complex, high-volume, low-latency Java applications.
  • • Analyze existing systems and translate business and technical requirements into software solutions.
  • • Develop scalable enterprise applications using Java/J2EE technologies.
  • • Collaborate with product managers and stakeholders to define application objectives, features, and functionality.
  • • Participate in all stages of the Software Development Life Cycle (SDLC), including analysis, design, development, testing, deployment, and maintenance.
  • • Design and develop microservices and RESTful APIs.
  • • Troubleshoot and resolve complex technical and production issues, including memory leaks, application failures, and network-related problems.
  • • Recommend upgrades and improvements to existing Java infrastructure to enhance system performance, functionality, and longevity.
  • • Support deployment of new application features and monitor integrations to ensure system stability.
  • • Develop and maintain technical documentation and user-support documentation.
  • • Work collaboratively within Agile/Scrum development teams.
  • • Contribute to both front-end and back-end application development as required.
  • • Ensure application development complies with applicable state and federal requirements.
  • • Evaluate emerging technologies, industry trends, and development best practices and recommend appropriate innovations.
  • • Perform other duties as assigned.

Mandatory Qualifications:
  •  7+ years of experience working on complex projects, including 2+ years in a leadership role as a Developer.
  •  7+ years of experience as a Java Developer, including Java/J2EE, Object-Oriented Programming (OOP) principles, design patterns, and SOLID principles.
  •  6+ months of experience working with an Integrated Eligibility System supporting Health and Human Services programs such as Public Assistance (PA), Temporary Assistance (TA), SNAP, HEAP, Fair Hearings, Child Support, or other related health and human services programs.
  •  7+ years of experience designing, building, and maintaining microservices architectures, RESTful APIs, relational databases such as Oracle or PostgreSQL, and SQL; experience with NoSQL databases is also desired.
  •  7+ years of experience with JUnit, Mockito, and Maven or Gradle.
  •  7+ years of experience with major cloud platforms and container technologies, including AWS, Azure, or GCP, Docker, and Kubernetes.
  •  7+ years of experience with DevOps principles, CI/CD, and Jenkins or similar CI/CD tools.
  •  7+ years of experience with Java frameworks and ORM technologies, including Spring, Spring Boot, Spring MVC, Spring Security, and Hibernate or JPA.
  •  Strong enterprise Java application development experience, including development of robust, scalable, and high-performance systems.
  •  Strong analytical and problem-solving abilities and strong verbal and written communication skills.
  •  Experience working in Agile/Scrum environments and collaborating effectively with architects, testers, business analysts, product managers, and technical stakeholders.
  •  Experience supporting production applications and resolving complex technical issues.
  •  Experience producing technical and user-support documentation.
