Job description

Metering and Data Systems Engineer I-V

Ensure Critical Energy Data Is Accurate, Reliable, and Ready for Georgia's Grid

Georgia System Operations Corporation (GSOC) is seeking a Metering and Historian Data Systems Engineer to ensure the reliable flow, accuracy, availability, and security of revenue-grade meter data and operational time-series data used for energy accounting, member billing, settlements, control center operations, and business decision-making.

This role sits at the intersection of electric utility revenue metering, operational technology, historian platforms, data analytics, and system integration. You will support Meter Data Management and historian systems that deliver accurate, timely, and traceable information across GSOC, Georgia Transmission Corporation (GTC), Oglethorpe Power Corporation (OPC), Member Cooperatives, generating plants, and control center teams.

This opportunity is ideal for an engineer who enjoys investigating complex data issues, improving system reliability, supporting critical utility processes, and turning operational data into dependable business and grid insights.

Candidates with deeper utility metering, historian, EMS/SCADA, operational technology, or technical leadership experience may be considered for higher-level classifications (Engineer II, III, IV, or V).

What You'll Do

As a Metering and Historian Data Systems Engineer, you will help maintain the systems, interfaces, data controls, and support processes that enable accurate billing, settlements, energy accounting, operational visibility, and informed decision-making.

You will:

  • Administer, monitor, maintain, and enhance the end-to-end flow of revenue meter data from Remote Revenue Meters through Meter Data Management, Data Systems and Settlements, energy accounting, member billing, and related downstream processes.
  • Help ensure revenue meter data is accurate, complete, timely, available, secure, and traceable.
  • Administer, monitor, maintain, and enhance operational historian data flows from the Energy Management System and generating plants to control center operators, Data Systems and Settlements, Family of Companies customers, and Member Cooperatives.
  • Investigate meter, historian, interface, and processing exceptions by comparing authoritative data sources, identifying anomalies, coordinating corrective action, and documenting resolution.
  • Analyze member load and interval meter data and develop documented correlations, estimates, and load-reconstruction methods when data is temporarily or permanently unavailable.
  • Support monthly member billing and settlement activities by validating revenue-metered data, resolving exceptions within required timeframes, and coordinating with stakeholders.
  • Analyze changes to the Georgia Integrated Transmission System, Energy Management System, generating plants, meter configurations, historian tags, and interfaces to validate downstream impacts.
  • Provide technical support, troubleshooting, documentation, and user training for Meter Data Management, IEE/MV-90xi, AVEVA PI System, eDNA, and associated reporting and analytics tools.
  • Maintain operating procedures and incident, change, asset, and configuration records.
  • Identify and implement opportunities to automate work, strengthen monitoring and data controls, improve reliability and performance, enhance cybersecurity and compliance, and reduce manual intervention.
  • Participate in a 24/7 on-call rotation to support critical systems and operational needs.

At advanced levels, this role may also:

  • Serve as a subject matter expert for utility metering, historian platforms, EMS/SCADA data flows, settlements, and related operational technology systems.
  • Lead complex investigations, system improvements, integrations, upgrades, data-quality initiatives, and cross-functional technical projects.
  • Provide technical guidance, mentoring, knowledge transfer, and training to team members and stakeholders.
  • Influence technical decisions and drive continuous improvement initiatives that support business and operational objectives.

What You Bring

  • Bachelor's degree in Engineering, Computer Science, Engineering Technology, Data/Information Systems, or a related technical field. An equivalent combination of education, training, industry certifications, military experience, and directly related work experience may be considered.
  • Experience or demonstrated aptitude in utility metering, historian platforms, EMS/SCADA, operational technology, energy accounting, settlements, data systems, or related technical environments.
  • Ability to investigate complex data issues, reconcile multiple sources, recognize patterns and anomalies, and clearly communicate conclusions and assumptions.
  • Strong documentation, organization, customer service, teamwork, and written and verbal communication skills.
  • Ability to obtain and maintain Bulk Electric System Cyber Authorized Status as defined by GSOC policy and NERC Reliability Standard CIP-004 Personnel Risk Assessment requirements.

Preferred Qualifications

Utility Metering & Energy Data

  • Knowledge of electric utility revenue metering, interval data, energy accounting, settlements, load analysis, validation, estimation, or related utility data processes.
  • Experience supporting monthly billing deadlines, operational data needs, or regulated production systems.

Historian, EMS/SCADA & Technical Platforms

  • Experience with or aptitude to learn IEE/MV-90xi Meter Data Management, AVEVA PI System, eDNA, EMS/SCADA interfaces, SQL, time-series databases, Power BI, reporting, scripting, or workflow automation.
  • Experience troubleshooting interfaces and data flows across metering, historian, database, EMS/SCADA, and related systems.

Operations, Processes & Industry Experience

  • Knowledge of ITIL-based incident, asset, problem, and change management practices and tools such as ServiceNow, Ivanti Service Manager, or ManageEngine ServiceDesk Plus.
  • Utility, electric cooperative, generation and transmission, municipal utility, investor-owned utility, ISO/RTO, regulated production-system, or 24/7 control-center support experience.

Leveling Overview

  • Engineer I - Entry-level contributor, ideally with zero to two years of related experience; develops knowledge of utility metering, historian platforms, data quality, and operational support.
  • Engineer II - Developing contributor, ideally with two or more years of related experience; independently supports routine metering, historian, troubleshooting, and data-quality activities.
  • Engineer III - Experienced contributor, ideally with four or more years of related experience; leads analyses, resolves complex issues, and supports cross-functional initiatives.
  • Engineer IV - Advanced contributor, ideally with six or more years of related experience; serves as a technical resource, leads complex initiatives, and provides guidance to others.
  • Engineer V - Subject matter expert, ideally with eight or more years of related experience; leads strategic technical initiatives, influences decisions, mentors others, and drives operational improvement.
