Job description


The Public Works Commission is seeking an experienced Power Plant Chief Operator to oversee plant operations and coordinate maintenance activities during assigned shifts. This leadership role is responsible for ensuring the safe, reliable, and efficient operation of power generation facilities while directing operational staff, supporting maintenance activities, and responding to changing plant conditions.
The ideal candidate is a strong technical leader with experience in power plant operations, sound decision-making skills, and the ability to lead teams in a dynamic, 24/7 operating environment.
Key Responsibilities
  • Supervise and direct plant operations personnel during assigned shifts.
  • Coordinate maintenance activities to support scheduled work and minimize operational impacts.
  • Troubleshoot plant systems and provide technical guidance to operators.
  • Monitor, evaluate, and document plant equipment and operating conditions.
  • Serve as the incident coordinator for plant emergencies and operational events.
  • Direct shift resources to safely and efficiently respond to forced outages and unplanned maintenance needs.
  • Ensure compliance with operational procedures, safety standards, and environmental requirements.
  • Prepare and maintain operational reports, logs, and shift documentation.
  • Lead, mentor, and develop Control Room Operators, Auxiliary Operators, and other assigned personnel.

Qualifications
Option A
  • Bachelor's degree in Engineering, Industrial Operations, Maintenance, or a related field
  • Plus 3 years of progressively responsible power plant operations experience, including supervisory or lead responsibilities

OR
Option B
  • Associate degree or technical certification in Engineering, Electrical Technology, Electronic Technology, Industrial Operations/Maintenance, or a related field
  • Plus 5 years of progressively responsible power plant operations experience, including supervisory or lead responsibilities; OR

Option C
  • High school diploma or equivalent
  • Plus 7 years of progressively responsible power plant operations experience, including supervisory or lead responsibilities; OR
  • An equivalent combination of education, training, and experience

Preferred Knowledge & Skills
  • Strong knowledge of power plant systems, equipment, and operations.
  • Understanding of electrical, electronic, mechanical, thermal, and chemical processes associated with power generation.
  • Knowledge of supervisory principles and team leadership practices.
  • Strong analytical and troubleshooting skills with the ability to make sound operational decisions.
  • Ability to coordinate multiple priorities and respond effectively during operational events.
  • Proficiency in preparing reports, maintaining records, and documenting plant activities.
  • Excellent verbal and written communication skills.
  • Ability to build effective working relationships with employees, contractors, and stakeholders.

Additional Requirements
  • Functional Employment Test (FET) required.
  • Ability to work rotating shifts, including nights, weekends, holidays, and extended hours.
  • Must be available on-call and able to report to the facility within a specified timeframe.
  • Ability to perform the essential functions of the position.
