The Prince George's County Department of Permitting, Inspections, & Enforcement is currently seeking qualified applicants to fill an Engineer III (Engineer 3G) position grade G29 in the Site Road Plan Review Division. About the Position This position provides senior-level professional and technical engineering plan review, code enforcement, and administrative support work within the Division of Site/Road Plan Review. The incumbent is responsible for providing engineering support to a specific County Engineering district and as a backup for other Districts as needed.

Responsibilities include but are not limited to, plan review of paving and storm drain, stormwater management, grading, street grade establishment; floodplain, street construction cost estimates, and submittals from Maryland-National Capital Park and Planning Commission (M-NCPPC), Department of Public Works and Transportation (DPW&T) and Maryland State Highway Administration (SHA) projects, to ensure compliance with codes, ordinances and standards for all site development projects within the assigned District. The incumbent is responsible for permit case management as well as providing training and guidance to subordinate Engineers and Engineering Technicians. Work requires the application of complex engineering principles and practices and is performed under the general supervision of the Chief of the Site/Road Section.

It is important to understand that DPIE is a service agency. As such, this position requires the incumbent to be physically and medically capable of working both inside and outside in extreme weather conditions (heat/cold, wet/humid, snow/ice, and/or dry/arid conditions). The incumbent is required to be both physically and medically capable of remaining in a stationary position, either sitting at a computer terminal, standing at a service counter, or in a mobile position or as deemed necessary.

This position requires the incumbent to be capable of lifting, pulling, or carrying items that exceed five (5) pounds, as well as moving office supplies and equipment that weigh up to thirty (30) pounds. Please be advised that regardless of the incumbent's normally assigned duties, this position requires the incumbent to be willing and both physically and medically capable of working overtime and on weekends for special program events. About The Agency The Department of Permitting, Inspections and Enforcement (DPIE) is responsible for coordinating and enforcing standards that control what goes on before, during, and after construction.

Staff from nine agencies, who work cooperatively on permit processing, business licensing, plan review, inspection and enforcement comprise Department of Permitting, Inspections, and Enforcement. The Mission of the Department of Permitting, Inspections, and Enforcement is to promote economic development in Prince George's County and protect the safety of County residents, businesses, and visitors through efficient permitting, inspection and licensing services to ensure compliance with established building, zoning and property standards codes. Examples of Work Assists the District Engineer in leading, training, and evaluating subordinate engineering technicians and engineers in performing assigned tasks.

Prepares and reviews technical designs of construction plans, and specifications for all proposed roadway, storm drainage, and stormwater management improvement projects. Prepares and reviews detailed calculations and develops engineering plans and specifications in accordance with accepted codes, regulations, and standards. Prepares and reviews site grading plans for grading and building permits.

Street Grade Establishment Plans: Performs reviews of grade profiles as submitted by developers' engineers associated with subdivisions, commercial development, or extension of utility systems. Paving, Roadway, Storm Drainage, and Stormwater Management Plan Review and Approval: Performs detailed reviews of plans and computations for paving, roadway, and storm drainage; stormwater management concepts; stormwater management related to the development of properties and subdivisions, as submitted by professional engineers for permit construction in compliance with applicable codes, standards and regulations. Conducts periodic site reviews of the developments in order to become familiar with the projects and observe any questionable or unusual circumstances associated with the designs or methods involved Identifies and processes waivers from codes and standards when necessary.

Completes reviews within assigned due dates or approved extensions. Ensures floodplain delineations are performed and any filling or construction in floodplains is permitted only if waivers are approved by the Director. Reviews right-of-way or easement plats for all proposed roadway, storm drainage, and stormwater management improvement projects.

Reviews and prepares comments on proposed subdivisions as submitted by the Maryland-National Capital Park and Planning Commission, to provide Departmental recommendations concerning roadway alignments, widths, grades, easements, and compliance with approved Master Plans. Prepares/reviews cost estimates to determine Performance Bond requirements for roadway and drainage construction projects within limits indicated on permit applications. Proposes alternative engineering solutions related to county projects or if requested by the permittee.

Ensures complete and timely distribution and review of plans and permits by all departments. Completes and tracks the status of reviews within assigned due dates and timeframes or within approved extensions. Coordinates effectively amongst County and State agencies, Departments, organizations, and private engineering/architectural firms and/or representatives of utility companies involved in construction.

Ensures permit requirements are completed prior to permit issuance. Ensures peer reviewers are managed in accordance with requirements. Prepares for meetings, knowing status of project and bringing necessary materials, agendas.

Monitors status and accuracy of eplan and ePermits. Coordinates all road culverts and bridge design proposals from developers with DPW&T prior to approval. Coordinates all permit reviews with other disciplines (geotechnical, traffic, floodplain).

Participates in review and revision to standards, specifications, details, checklists, master plans, and other documents, standards, policies, and guidelines. Reports and Investigations: Performs field investigations and prepares correspondence and/or reports in response to requests for information or complaints related to road or drainage problems within the assigned maintenance district area. Inspections/Enforcement.

Provides technical assistance for inspection/ enforcement of permit and utility construction for compliance with Standards, Codes and sound construction practices. Communication, Coordination and Liaison. Maintains contact, both orally and in writing, with citizens, developers, builders, sub-professional and professional engineering personnel, and legislators, and represents the DPIE at meetings, Board of Appeals hearings, or on committees.

Performs other related duties as assigned. Participates as a critical/essential employee in emergencies or special activities as assigned. Ensures maintenance of assigned equipment and vehicles are in proper working order and recommend repair and/or replacement.

Qualifications Minimum Qualifications: Bachelor's degree from an accredited college or university in the engineering field determined by the requirements of the position. Three (3) years of progressive professional engineering experience in the appropriate engineering field. Must possess and maintain a valid driver's license.

OR A Professional Engineer (PE) License may be substituted for the degree and at least three (3) years of professional experience in the appropriate engineering field.
