Job description

Duties * As Director, ensures the 70 ISR Wing is poised to support the planning and programming of the Future Years Defense Program resources, manpower, and doctrine. * Directs the activities of the Plans and Programs Directorate; leads a diverse staff of 6 civilians and 21 military personnel. * Interprets and formulates national-level requirements, develops strategic visions, sets goals and objectives, and determines priorities and direction for all Wing missions/programs.

* Leads and manages the completion of special projects, initiatives, assignments, and represents Wing with a variety of National Security Agency, Air Staff, National, Air Combat Command, and functional area organizations. Oversees/implements the Directorate's effectiveness through Unit Self-Inspection Assessment (USAP) Program. Requirements Conditions of employment * U.S.

Qualifications This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS).

The GG-15 duties for the "Supervisory/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include Extensive knowledge/experience in developing and executing of ISR programs that directly support Wing's extensive cryptologic missions. Depending on the study or task under development or review considerable initiative, resourcefulness, innovation, and/or latitude might be required in order to effectively apply the appropriate analytic activity in researching trends, gaps/patterns to develop new methods, criteria, or proposed alternatives.

Technical judgment and ingenuity are vital in order to develop guidance for all programs and divisions under the Directorate.Also, is responsible for planning and supervising the work of a work unit for which the programs and objectives are clearly defined and the organizational structure fully established. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: * Expert knowledge and skill in balancing the effective management of programs and people.

* Expert knowledge of Wing's portfolio of ISR missions and national-level directed missions. * Extensive knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for fellow senior leadership. * Ability to oversee and/or participate/lead study teams; originate new ideas, projects, and methodologies within established timelines to move forward and ability to lead an organization.

* Ability to communicate effectively both orally and in writing, in order to review/approve and produce reports, position papers, and briefings which are appropriate for the intended audience; and to maintain good working relationships in order to gain cooperation from others through tact, courtesy, and diplomacy. * Knowledge of security practices for ensuring the safeguarding of classified information. Knowledge of security procedures to maintain control of classified material is required.

CONDITIONS OF EMPLOYMENT CONTINUED: * Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. * Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.

Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. * Key: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.

This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,"). * Clearance and Access requirement: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related special-sensitive information, or involvement in Top Secret (TS) Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.

A non-disclosure agreement must be signed. The incumbent will be vetted through NSA and must be able to obtain and maintain continued access to material, systems, facilities, and/or campus. * This position entails stateside and worldwide travel in support of mission operations.

Travel by civilian and/or military air is frequently required. This position requires availability for short notice work of weekends, holidays and evening. Flexibility in adjusting scheduled workdays is mandatory.

Incumbent must be available for frequent TDYs as necessary in executing position responsibilities. * The incumbent must have considerable experience in the military intelligence and intelligence systems community and in the planning, management, and execution of programs. The incumbent must be capable of interacting successfully with the operations Air Force community, manager, engineers, scientists, senior level government officials and representatives of other government agencies, academia and industry.

This position entails stateside and worldwide travel in support of mission operations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education ADDITIONAL INFORMATION: This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
