Job description

DESCRIPTION OF SPARROWS POINT CONTAINER TERMINAL
Sparrows Point Container Terminal (SPCT) is a joint venture between Terminal Investment Limited and Tradepoint Atlantic to build and operate a new container terminal in Baltimore, Maryland. The terminal will be located on a 330-acre parcel within the Tradepoint Atlantic Development in Sparrows Point, MD. The project will generate over 8,000 jobs within the region once operational and will increase the container handling capacity in the Port of Baltimore by 70%, elevating the Port into the top tier of East Coast US Ports. The project is currently in the design and permitting stage, with construction expected to commence in Q3 2025.
SUMMARY OF POSITION

 
Responsible for cargo handling equipment deployment, commissioning, testing and start-up, for all the equipment fleet as well as with IT and integration for the correct design, procurement and installation of all technology components. The role must ensure compliance with TiL equipment specifications, which will be integrated with the specific procurement processes, across the different engineering workstreams
Position may transition to permanent role as Equipment M&R Manager following Go-Live milestone.
MAIN RESPONSIBILITIES

 
Development Phase:
Oversee delivery and commissioning of new equipment.
Ensure proper IT integration of equipment systems with TOS and other operational technologies deployed.
Ensure procurement and installation of operational technology components.
Ensure procurement of critical spare parts in line with both anticipated corrective maintenance events as well as preventative planned maintenance cycles.
Establish or implement parts storage and inventory tracking system consistent with TiL best practices.
Establish performance criteria and KPIs for M&R team at all levels once terminal reaches Go-Live phase (MTTF, MTBF, MTTR, etc.).
Oversee the recruitment of mechanical and electrical maintenance engineering teams at managerial, supervisory, and technician levels in advance of Go-Live milestone.
Aim to establish a culture rooted in continuous improvement, leveraging key strategies and philosophies such as Lean Kaizen, 6Sigma, and others.
Mentor Go-Live team to establish budgets, preventative maintenance schedules, procurement policies, repair task order logs to measure mechanic effectiveness.
Standing Organization Phase:
Candidate provides direction to maintenance contractors and/or in-house maintenance technicians.
Works closely with other business managers for the preparation of equipment maintenance and energy budgets.
Sets priorities for maintenance of equipment and approves equipment maintenance expenditure within budget and authority limit.
Builds up and maintains preventive and predictive maintenance schedule with detailed work instructions for all equipment to reduce damages and downtime on all machinery.
Maintains inventory to ensure that inventory levels are minimized while still ensuring that necessary and anticipated spare parts are always immediately available.
Proactively undertakes maintenance planning for corrective work, maintains up-to-date information and knowledge on equipment.
Improves and modifies equipment design, in order to improve safety, reliability, efficiency, or life cycle cost.
