The Biological Monitor will support and report directly to the project Environmental Manager. The Biological Monitor will coordinate with on-site construction personnel and other environmental staff. As a Biological Monitor they will ensure overall environmental compliance monitoring is upheld in accordance with project rules and regulations. Responsibilities could include; developing or implementing mitigation plans, Storm Water Pollution Prevention Plans (SWPPP), Spill Prevention Control and Counter-measurement Plans (SPCC), and other environmental compliance related documentation.

Responsibilities
  • Participates in pre- during- and post-construction monitoring and development
  • Works with construction management and government agencies to ensure comprehensive environmental compliance with all applicable federal, state, local, and Project specific permit conditions throughout all phases of transmission line construction.
  • Completes pre-construction surveys within the project right-of-way and surrounding areas.
  • Provides environmental orientation to personnel.
  • Monitors the Project area for species of concern.
  • Conducts botanical monitoring and management.
  • Inspects, evaluates, and amends project best management practices (BMP's) in accordance with the Storm Water Pollution Prevention Plan and contractual requirements.
  • Participates in daily and weekly look-ahead meetings.
  • Prepares and maintains daily and/or weekly reports.
  • Performs daily and weekly field inspections to identify areas of potential risk related to permit requirements.
  • Reads and understands all Project permits and authorizations in order to effectively enforce them and ensures they are executed as required.
  • Strictly adheres to Owner's environmental policies and procedures.
  • Assists in inspection of activities for compliance with all environmental laws and regulations, including right-of-way grant/special-use authorization, POD, permits and landowner agreements.
  • Identifies sensitive resources and areas of concern prior to construction activities and coordinates with construction crews.
  • Identifies/documents potential environmental concerns/non-compliances and reports concerns to Environmental Manager
  • Participates in daily tailboard discussions and leads Site Specific Environmental Review discussions with field personnel.
  • Serves as technical resource to construction personnel to explain environmental regulations and how they are applied to specific situations.
  • Verifies construction work areas, access roads, and features are properly marked and flagged prior to initiation of work.
  • Utilizes computers, tablets and GPS units to perform data collection and analysis for the project
  • Serves as field POC for third-party field monitors.
  • Identifies, documents and oversees corrective actions to resolve noncompliance issues.
  • Inspects erosion control measures to ensure functionality and communicates erosion control maintenance requirements to BMP Crew Foreman.
  • Inspects and documents reclamation and revegetation activities.
  • Maintains good communications with the Owner's Construction Inspection team, the EC Source Environmental Inspectors, third party environmental personnel, and work crews.
  • Attends and participates in meetings with field personnel and construction personnel.
  • Ensures the installation flagging, and signage per project requirements to delineate environmental sensitive areas
  • Builds and distributes environmental supplies to construction personnel or along the ROW, such as, spill kits.
Qualifications
  • Bachelor's Degree in biology, environmental science, natural resources, wildlife biology, or related discipline required
  • Must have a valid driver's license
  • Strong organizational and document management skills
  • Ability to multitask and maintain effectiveness with multiple priorities
  • Ability to work independently with minimal supervision
  • Ability to read and understand permits and authorizations to effectively enforce them

Preferred Qualifications:

  • 1-5 years professional experience in the environmental compliance and/or construction fields
  • Strong understanding of applicable environmental laws, environmental best management practices, field construction practices, employee environmental training, and working with local, state and federal land management agencies
  • Experience working with plants and wildlife in Nevada
  • Experience monitoring transmission line construction
  • Experience working with sensitive avian species
  • Strong botanical knowledge
  • 40-hour HAZWOPER
  • CISEC or CESSWI Stormwater Certification
  • OSHA 10 Certification

Physical Demands

  • Must be able to lift 40-50 lbs.
  • Must be able to traverse challenging terrain to perform inspections
  • Capable of working in adverse environmental conditions such as high temperatures or other outdoor elements
