Job description

As part of the planning team, the primary responsibilities of the Aviation Planner will be to assist in the preparation of aviation- and aerospace-related planning analyses and materials ranging from small to large and complex projects for a variety of aviation facilities including, but not limited to airports, heliports, spaceports, vertiports, seaplane bases, etc. The aviation planner will assist in the analysis and report preparation of master plans and other planning projects, including inventories, demand/capacity and facility requirements analyses, airfield and terminal planning studies, alternatives analyses, capital improvement programs, land use plans, airport layout plans, feasibility studies, landside planning, environmental planning, and air cargo facility planning. The qualified candidate must have strong writing, speaking, and analytical skills. This position is based in AVCON's Tampa, Florida office.
ESSENTIAL FUNCTIONS (may include but are not limited to):
  • Participates in the development and preparation of airport master plans, airport layout plans, and various feasibility studies for short- and long-term airport development projects involving land use issues, terminal, and roadway improvements and capacity constraints.
  • Develops conceptual plans and layouts, evaluates alternatives, and prepares cost estimates for airline and aviation-related facilities.
  • Reviews airport and tenant-initiated projects to ensure compatibility with approved airport master plans and land use policies.
  • Monitors off-airport land use trends and conducts land use studies to optimize development of airport property.
  • Responds to height/hazard and zoning issues and inquiries related to property development.
  • Coordinates planning studies between various agencies including airport sponsors, the Federal Aviation Administration (FAA), state agencies such as the Florida Department of Transportation (FDOT), airline representatives, airport tenants, public agencies, and other consultants to achieve project goals and objectives and ensure compliance with aviation regulations and design standards.
  • Assists in the planning phase of engineering projects, when requested.
  • Researches, collects, and analyzes data in the preparation and production of technical documentation, tables, graphics, and exhibits.
  • Prepares draft reports and deliverables based on direction from senior aviation planners.
  • Promotes an environment of constant learning and professional development by participating in educational opportunities, reading legal and professional publications, maintaining personal networks, and participating in professional organizations.
  • Some travel may be anticipated commensurate with skills development and client needs.
  • Nights and weekends are generally not required but may occasionally be necessary with little or no advanced notice.

ESSENTIAL QUALIFICATIONS
  • Bachelor's degree in airport planning, transportation, aviation management, or related field.
  • A minimum of 3+ years' experience as an Aviation Planner, required.
  • Experience in the use of AutoCAD as a planning tool, required.
  • Experience with Civil 3D as a planning tool, preferred.
  • Familiarity with ArcGIS, desired.
  • Experience using Transoft Solutions AviPLAN (PathPlanner and AeroTURN), preferred.
  • Familiarity with NEPA requirements, preferred.
  • Proficiency with MS Outlook, MS Excel, MS Word, and MS PowerPoint, required.
  • Familiarity with Photoshop, desirable.

REQUIRED KNOWLEDGE, ABILITY, AND SKILLS
  • Knowledge of airport planning principles and design standards.
  • Knowledge of federal and state laws and regulations relating to airport development.
  • Knowledge of the principles of urban planning and zoning.
  • Knowledge of correct English usage including spelling, grammar, punctuation, and vocabulary.
  • Strong track record of delivering robust and high-quality analytical work.
  • Must be able to read, interpret, and use approved standards and client-supplied documentation.
  • High level of professionalism and enthusiasm.
  • Strong technical writing skills.

LICENSURE
  • Valid drivers' license and maintenance of satisfactory driving record.

SUPERVISORY RESPONSIBILITIES
There are no supervisory responsibilities associated with this position.
ENVIRONMENT
Work usually takes place in a clean, pleasant, and comfortable office setting. Site visits may occasionally take place in an outdoor environment.

As dictated by client site protocol, candidate will be required to utilize proper personal protective equipment including but not limited to gloves, sleeves, leather protectors, hard hats, safety vests, safety glasses and shields, hearing protection, safety shoes, covers, helmets/hoods, and any additional tools required for the task at hand.
