DEPT OF EMERGENCY AND MILITARY AFFAIRS The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections-operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.

Job Summary:
This Occupational Safety Consultant position is responsible for management and oversight of all personnel, facility, and equipment safety, to include occupational health inspection programs, for Ordnance Operations (OOD) and Engineers Services (OES) at Camp Navajo. The primary duties will include; accident prevention and investigation, establish techniques and procedures for the elimination/control of unsafe behaviors, environments and/or hazards. Provides assistance and guidance to supervisors, managers and employees, and conducts periodic safety meetings and briefings. Ensure all Federal, State, municipal and private agency regulations, laws, rules, protocols, and procedures related to occupational safety are being followed. Conduct periodic inspections and unscheduled surveys of all facilities and activities to ensure compliance with OSHA standards. Prepare administrative reports, create and revise policies and procedures, coordinate random drug screening, monitor and improve Risk Management procedures. Serves to support New Strategic Arms Reduction Treaty (NSTART) in the performance of Treaty Compliance Officer (TCO).
Job Duties:
Responsibilities include:
• Planning, organizing, implementing and managing the safety and health programs for OOD/OES at Camp Navajo. Evaluate, document, and implement written safety plans, policies and procedures. Preparation of periodic training/informational materials (ie. accident statistics, lessons learned, safety inspection results, safety meeting minutes, best practices in safety, etc.).
• Addressing potential hazards through risk management, facilities inspections, on-site operations visits, monitoring, testing, education and safety meetings. Provide informed advice and recommendations to the OOD leadership/management for use in making decisions in the health, welfare, and safety areas.
• Document through written reports and photographs, injuries and/or damage to OOD/OES personnel, facilities, property, and/or equipment. File appropriate claims for repairs. Document and maintain records pertaining to personnel reports of injury (Workers Compensation) cases.
• Maintaining familiarity with Federal, State, and Local policies, procedures, guidelines and regulations in both civilian and military sectors through formal schools, training, and personal reading of periodicals and professional OSHA safety organizational compliance materials.
• Preparing, planning and conducting in person training of personnel in safety topics, to include researching and implementing web based / computer based personnel safety training capabilities, in conjunction with the overall explosive and OSHA safety programs of OOD/OES.
• Supporting and providing technical advice and oversight for programs that are the functional responsibility of operational areas (ie. explosive safety, facilities engineering, emergency, fire, and security response, etc.). Evaluate and analyze a variety of data such as accident frequency, causes of accidents, pre-accident and rescue planning to ensure adequacy and effectiveness of the accident prevention plan.
• Performs responsibilities associated with Treaty Compliance Officer and the New START Treaty. Perform preparation and maintenance of a local NST Compliance plan, Liaison with entities of the arms control community, provide/update documentation of all treaty related activities
• Serves as a member on local training, qualification and certification boards, as established, ensuring processes and procedures are meeting the intents of explosive and OSHA safety standards, and that personnel are meeting the minimum safety training requirements.
Knowledge, Skills & Abilities (KSAs):
Knowledge of:
• Thorough knowledge of applicable military safety regulations, procedures and standards (ie. AR 381-10, DA Pam's 385-10, 385-40, 385-64, 385-30, etc.)
• Astute familiarity with OSHA standards, Department of Defense explosive safety requirements, environmental health standards, accident prevention and investigation.
• Industrial and engineering standards applied to construction and alteration of facilities to ensure integration of engineering controls after identifying potentially hazardous conditions.
• Hazardous materials and substances and their effects on the work environment.
• Methods, procedures and techniques used in testing and sampling materials, soil, air, water, gases and dust or powders, for occupational safety/industrial hygiene hazards.
• Industrial hygiene principles, practices and hazards.
• Chemical and physical properties of vapors, gases, mists, dusts, fumes, sound, radiation, electromagnetic radiation and vibration.
• Chemical handling and storage safety procedures.
• Personal Protective Equipment (PPE) and its proper use, storage, testing, calibration, and load testing requirements.
• Drug testing principles and procedures.
• The effective control of industrial hygiene health hazards.
• Sampling and analytical procedures for air contaminates and monitoring procedures.
• Defense Threat Reduction Agency NST rules and compliance.
Skilled in:
• Training others in the use, operation and maintenance of a variety of safety, monitoring and testing equipment.
• Effective interpersonal relationships.
• Verbal and written communication, including composition of thorough and accurate reports, public speaking and training, and the use of tact when communicating with military and civilian personnel at all levels.
• The use of personal computer systems, including use of applications for word processing, spreadsheets, Internet, databases, and email.
• Researching military and civilian level safety regulations and standards.
• Researching methods and means of utilizing technology to teach safety standards and inspire a healthy work environment.
Ability to:
• Review, research, and implement standards within applicable military regulations (ie. AR 381-10, DA Pam's 385-10, 385-40, 385-64, 385-30, etc.).
• Evaluate, analyze, and utilize a variety of data such as accident frequency, cases, safety survey reports, and operators' performance reports.
• Accurately evaluate safety procedures in areas such as industrial hygiene, munitions, weapons use and operation of a variety of safety monitoring and testing equipment and interpretation of results.
• Evaluate and analyze a variety of data such as accident frequency, causes, safety survey reports, unit operators, utilization of current safety data (i.e.. analytical techniques required to determine the factors, characteristics and objects of frequently encountered and generally recognized unsafe actions and physical conditions which may cause injuries to personnel or damage to the environment or property)
• Prepare, plan and conduct in person training of personnel in safety topics.
• Provide informed advice and recommendations to the OOD leadership/management for use in making decisions in the health, welfare, and safety areas.
• Complete online training as outlined within OOD Qualification programs.
• Obtain and maintain qualification as outlined within OOD Qualification programs.
Selective Preference(s):
Desired qualifications include any combination of experience, education, and training that meets the knowledge, skills, and abilities as described. The preferred candidate will have 5 to 10 years' experience in personnel and workplace safety. Completion of 32hr OSHA 501 and 511 courses. Completion of 40hr HAZWOPER course. Previous military experience related to safety, training, and/or compliance at the Officer (03-05, W2-W4) or Senior Enlisted (E6-E9) career fields. Graduate of the DTRA New START TCO Course.

• This position requires possession of and ability to retain a current, valid Arizona state-issued driver's license appropriate to the assignment. * Certification in OSHA Safety Officer duties as prescribed by the departments OOCB processes for the position.
