About the Role

Location: Washington, D.C. Metro Area / National Capital Region (NCR)
Work Arrangement: Primarily based at a contractor site within 30 driving miles of downtown Washington, D.C., with onsite support at Department of State facilities as required

Blue Rose Consulting Group is seeking an experienced Web Developer / Portal Developer to design, develop, configure, and enhance web-based and self-service portal solutions supporting a federal customer.

The Web Developer / Portal Developer will focus heavily on ServiceNow Service Portal and self-service capabilities, including user portals, virtual agents, operational dashboards, knowledge applications, automated self-help tools, and notification interfaces. This role will work closely with business stakeholders, UX resources, developers, administrators, and technical leadership to deliver intuitive, secure, and mission-focused digital experiences.

This position requires U.S. citizenship and the ability to obtain and maintain a Secret security clearance.

What you’ll do
  • Design, develop, configure, and maintain web-based applications and self-service user portals.
  • Develop and customize ServiceNow Service Portal experiences to support customer and end-user requirements.
  • Build intuitive self-service capabilities that allow users to quickly access information, request services, and resolve common issues.
  • Develop and enhance Virtual Agent experiences, conversational workflows, and automated user-support capabilities.
  • Create operational dashboards that provide users and stakeholders with meaningful, actionable information.
  • Develop automated self-help tools and interfaces that improve the user experience and reduce manual support requirements.
  • Build and maintain knowledge base applications and interfaces that make organizational information easy to find and use.
  • Develop automated notification interfaces supporting business processes, service requests, incidents, and other operational workflows.
  • Translate business, functional, and user-experience requirements into effective portal and web solutions.
  • Analyze user needs to determine appropriate website and portal content, functionality, graphics, performance, and capacity requirements.
  • Customize portal pages, widgets, components, navigation, forms, and other user-interface elements.
  • Integrate web and portal solutions with ServiceNow applications and other enterprise systems as required.
  • Develop responsive interfaces that provide a consistent experience across desktop and mobile devices.
  • Collaborate with ServiceNow developers, administrators, business analysts, and technical leads on solution design and implementation.
  • Troubleshoot portal functionality, user-interface issues, integrations, and performance concerns.
  • Support testing, debugging, deployment, and ongoing maintenance of portal and web applications.
  • Apply accessibility, usability, security, and responsive-design principles throughout development.
  • Maintain technical documentation for portal configurations, customizations, integrations, and development activities.
  • Identify opportunities to improve self-service adoption and automate repetitive user interactions.
  • Support continuous improvement of the overall digital user experience.
QualificationsMinimum Qualifications
  • Bachelor’s degree in Computer Science, Information Technology, Web Development, Information Systems, or a related technical discipline.
  • Active Secret security clearance.
  • Professional experience developing and maintaining web applications, portals, or enterprise self-service solutions.
  • Hands-on experience with ServiceNow Service Portal development and customization.
  • Experience developing portal pages, widgets, components, forms, navigation, and other user-facing functionality.
  • Experience with web development technologies such as HTML, CSS, JavaScript, and related front-end technologies.
  • Experience developing or supporting self-service and automated user-support capabilities.
  • Experience developing dashboards, knowledge interfaces, or automated notification functionality.
  • Ability to analyze user needs and translate requirements into functional web and portal solutions.
  • Understanding of responsive web design, usability, accessibility, and user-experience principles.
  • Experience troubleshooting and resolving web or portal application issues.
  • Strong analytical, problem-solving, documentation, and communication skills.
  • Ability to collaborate effectively with technical and non-technical stakeholders.
  • U.S. citizenship required.
Preferred Qualifications
  • ServiceNow Certified System Administrator (CSA) certification.
  • ServiceNow Certified Application Developer (CAD) certification or other relevant ServiceNow credentials.
  • Advanced experience developing and customizing ServiceNow Service Portal solutions.
  • Experience with ServiceNow Virtual Agent and conversational interfaces.
  • Experience developing custom ServiceNow widgets and reusable portal components.
  • Experience with ServiceNow knowledge management and self-service capabilities.
  • Experience developing operational dashboards and data visualizations.
  • Experience integrating ServiceNow portals with enterprise applications, APIs, or external data sources.
  • Experience with REST APIs, JSON, AJAX, or other web integration technologies.
  • Familiarity with ServiceNow UI Builder, Employee Center, or modern ServiceNow portal technologies.
  • Knowledge of Section 508 accessibility requirements and federal digital accessibility standards.
  • Experience supporting web or portal development within a federal government environment.
  • Familiarity with Agile development methodologies and tools such as Jira or Confluence.
