What is the difference between Web Consulting vs Web Development?

AspectWeb ConsultingWeb Development
Primary FocusAdvising on digital strategies, user experience, and project planningBuilding, coding, and maintaining websites and applications
Required SkillsStrategic thinking, UX design, project managementProgramming, coding languages, technical implementation
Work EnvironmentClient meetings, project planning, collaboration with designers and developersDevelopment teams, coding environments, testing
CertificationsOften none required, but certifications like PMP or UX certifications are commonCertifications in specific programming languages or technologies (e.g., JavaScript, HTML, CSS)

Web Consulting focuses on advising clients on digital strategies and user experience, while Web Development involves the technical creation and coding of websites. Both roles often collaborate but serve different functions within digital projects.

What are the key skills and qualifications needed to thrive as a Web Consultant, and why are they important?

To thrive as a Web Consultant, you need expertise in web development, digital strategy, UX/UI principles, and typically a background in computer science or a related field. Familiarity with content management systems (like WordPress), web analytics tools (such as Google Analytics), and basic SEO certifications are highly beneficial. Strong client communication, problem-solving ability, and adaptability help you build trust and respond to evolving client needs. These combined skills ensure you can deliver effective, user-focused digital solutions that drive client success.

What is web consulting?

Web consulting is a professional service that helps individuals or organizations improve their online presence, strategy, and performance. Web consultants provide expert advice on website design, development, user experience, digital marketing, and technology solutions tailored to a client's goals. They often assess current websites, recommend improvements, and guide clients through projects such as redesigns or platform migrations. The goal of web consulting is to help clients achieve better business results online by leveraging best practices and the latest web technologies.

What are some common challenges faced by web consultants when working with clients, and how can they be effectively managed?

Web consultants often encounter challenges such as aligning client expectations with technical realities, managing project scope changes, and communicating complex web solutions in an understandable way. Successful consultants address these issues by setting clear deliverables, maintaining transparent communication, and providing regular progress updates. Building strong client relationships and proactively discussing potential roadblocks helps ensure projects stay on track and clients remain satisfied with the outcomes.

Part-Time Accessibility Website Specialist
Organization
Tennessee State Government - Department of Human Resources (HR), Strategic Communications Division
Summary
The Accessibility Website Specialist (Contractor) supports the Tennessee State Government Department of Human Resources in modernizing and maintaining accessible, user-centered HR websites. This role is responsible for ensuring ADA Level AA compliance across both internal (teamtn.gov/hr) and external (tn.gov/hr) platforms while improving content quality, usability, and engagement.
The position contributes directly to the State's digital accessibility goals by identifying and remediating barriers, implementing best practices in inclusive design, and supporting the Centers of Excellence service delivery model. This role differs from traditional web content roles by emphasizing accessibility compliance, governance processes, and cross-functional training.
This is a time-limited contractor position (9 months), part-time (approximately 25 hours per week), focused on content refinement, accessibility compliance, website modernization initiatives, and graphic design support.
Key Responsibilities
  1. Website Accessibility Compliance
Conduct audits and implement updates to ensure internal and external HR websites meet ADA Level AA and WCAG standards, including remediation of accessibility issues.
  2. Content Refinement and Optimization

  3. Website Redesign Support
Collaborate with stakeholders to modernize website structure, navigation, and design aligned with user-centered design principles and the Centers of Excellence model.
  4. Accessibility Training and Guidance
Provide training and resources to HR staff and content contributors on accessibility standards, inclusive design, and compliant content practices.
  5. Governance and Review Processes
Establish and document ongoing accessibility review processes, content standards, and maintenance workflows to ensure sustained compliance.
  6. User Experience (UX) Enhancement
Analyze user behavior and feedback to recommend improvements that increase engagement, usability, and customer satisfaction.
  7. Graphic Design Support
Develop or refine visual elements (graphics, layouts, templates) to ensure accessibility compliance and alignment with branding standards.

This role also contributes to long-term operational improvements by establishing sustainable accessibility and content governance practices.
