Overview
Delivers and maintains in-person and virtual training courses in support of a highly specialized DWU technical training program for Texas Commission on Environmental Quality (TCEQ) occupational licensing and industry standard safety certifications to ensure staff and utility compliance with state and federal regulations.
Essential Functions
1 Delivers in-person and virtual Operator Certification Training courses required to obtain and maintain TCEQ occupational licensing for Dallas Water Utilities and regional partner utilities, including advanced technical instruction for employees involved in water/wastewater treatment and water distribution functions.
2 Delivers Safety Certification Training courses such as CPR/ AED/ First Aid, Confined Space Entry, HAZMAT First Responder, Excavation and Cave-in Protection, and Defensive Driving.
3 Assists with maintaining a TCEQ-approved comprehensive technical training program, including instructor-led training, standard operating procedures, and field guides in support of Dallas Water Utilities.
4 Assists with the development of curriculum, training materials, and other training aids.
5 Coordinates with DWU volunteer instructors on training session agendas, providing classroom materials, student attendance, and course evaluations.
6 Evaluates staff competencies and promotes continual development of DWU employees.
7 Compiles and reports training data to DWU leadership, including information related to training attendance and effectiveness.
8 Communicates to share best practices between DWU divisions, facilities, other city departments, and regional partner utilities.
9 Maintains current training and development techniques, practices, and course materials.
10 Coordinate with TCEQ and other governing bodies regarding new House Bills, mandates, or regulatory changes; communicate updates to the department and update curriculum as needed.
11 Provides individual and group tutoring sessions for occupational licensing exam preparation.
12 Reports employee training hours to TCEQ for operator certification courses.
13 Assist DWU employees in resolving issues with TCEQ related to license requirements and training certifications.
14 Enter training hours in the city's learning management system, Workday Learning, to support departmental training compliance.
15 Identifies and promotes regional training opportunities.
16 Maintain status as a TCEQ-approved trainer.
Regular, reliable, and punctual attendance is an essential function of the job.
Knowledge, Skills, and Abilities
1 Knowledge of operation and maintenance of water systems, including surface water treatment processes, water storage and pumping systems, water main and service line installation and repairs, utility construction, and water metering.
2 Knowledge of operation and maintenance of wastewater systems, including domestic wastewater treatment, industrial pretreatment, wastewater reuse and wastewater collection systems.
3 Knowledge of water utility safety practices, including first aid, confined space entry safety, HAZMAT response, safe driving, excavation and Cave-in protection, and emergency management systems.
4 Knowledge of personal computer software, including Microsoft Office products such as Excel, Word, PowerPoint, Access, and Outlook.
5 Knowledge of existing industry training resources.
6 Knowledge of the components of a comprehensive training program, including competency requirements, gap assessment, materials development, and execution.
7 Demonstrates proficiency in delivering technical training programs specific to the water/wastewater industry.
8 Ability to communicate effectively with varied audiences, including groups of 20 or more, the public, and other city departments.
9 Ability to communicate effectively both orally and in writing.
10 Ability to make verbal presentations and provide honest feedback with diplomacy.
11 Ability to establish and maintain effective working relationships with all levels of management, city officials, vendors, other government agencies, employees, and the public.
12 Ability to perform a variety of physical skills including, but not limited to, carrying, driving, filing, holding, kneeling, seeing, sorting, squatting, standing, stooping, twisting, typing, walking, and writing.
13 Ability to perform field instruction which may involve exposure to outside conditions.
14 Proficiency in preparing technical reports, maintaining accurate records, data management, word processing, and general reporting.
MINIMUM QUALIFICATIONS:
EDUCATION:

• High school diploma or GED

EXPERIENCE:

• Five (5) years of hands-on water and/or wastewater work experience.

LICENCES AND CERTIFICATION:

• Valid Texas Class C driver license with good driving record.
• Valid Class B (or higher) Water or Wastewater license issued by the Texas Commission on Environmental Quality (TCEQ).

OTHER REQUIREMENTS:

• Sixty (60) hours of classroom instructional experience.
• Successful completion of the 40-hour TCEQ-approved Effective Instructional Techniques course.
• Successful completion of the 40-hour TCEQ-approved Instructional Design and Evaluation course.

Salary Range
$58,801.60 - $70,574.40
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
