JOB TITLE: Equipment Operator - Water/Sewer

LOCATION: Water/Sewer, Department of Public Works

POSITION: Grade 4, full-time, benefit eligible

WORK SCHEDULE: 40 hours per week Mon-Fri, mandatory participation intown-wide emergencies and snow and ice removal operations.

REPORTS TO:  Chief Water DistributionOperator and Chief Water Treatment Operator

NUMBER OF OPENINGS:  1

PAY RANGE: $28.23 to $35.92 in eight steps

1.  Natureof Work:  Assists supervisor in any and all phases of the work,performs skilled wok as determined and assigned by supervisor for the Town'spublic water supply and treatment systems.  Makes frequent contact withco-workers and residents requiring calm, clear and courteous communication.

2.  SupervisionReceived:  Works under the general supervision of the Water/Sewersupervisors.  Operates equipment based on supervisor's generalinstructions who reviews performance for skill and efficiency and assist incases of difficulty.

3.  SupervisoryResponsibility:  Supervises temporary or seasonal employees asassigned.

4.  Confidentiality: Employee has regular access to confidential information of thedepartment.  Confidentiality must be maintained with regard to thisinformation and in accordance with Department Policy and the Public RecordsAct.

5.  Accountability: Consequences or errors, missed deadlines or poor judgment may include adversepublic relations, monetary loss, legal repercussions, labor/material costs,personal injury, jeopardize programs, and danger to public health/safety.

6.  Judgment: Guidelines may be given verbally, or through administrative or organizationalpolicies or directives.  Employee is expected to weigh efficiency andrelative priorities in performing tasks to avoid breakdowns, handle emergencysituations and ensure public and environmental safety in the operation of thepublic water supply and related systems.

7.  Complexity: The work consists of the practical application of a variety of concepts,practices and specialized techniques relating to water/sewer treatment, systemsand maintenance.

8.  Natureand Purpose of Public Contact:  Employee interacts frequently withTown employees and the public.  Excellent customer service skills arerequired involving courtesy, tact, and diplomacy.

9.  EssentialFunctions:  The essential functions or duties listed below areintended only as illustrations of the various type of work that may beperformed.  The omission of specific statement of duties does not excludethem from the position if the work is similar, related, or logical assignmentto the position:

1.)    Assists as an operator of the department's equipment, including allpumps, compressors and similar portable equipment.

2.)    Installs,repairs and reads water meters and keeps associated records through the use ofremote reading devices.

3.)     Marksout underground water/sewer piping for Dig Safe requests.

4.)    Performsgeneral repairs of water mains and servicelines.                                                             

5.)    Provideslabor for flushing, greasing, pumping and painting fire hydrants

6.)    Assistsin gate valve exercising and full system flushing program.

7.)    Provideslabor for performing road maintenance when connected with water operations.

8.)    Provideslabor for the inspection of the installation of water mains.

9.)    Assistsin maintaining treatment facilities and grounds,

10.)   Assist in taking physical inventory of stock materials.

11.)    Interprets and obtains information and sketches from various records forlocating underground utilities.

12.)    Assistin leak survey program.

13.)     Assistin valve inspection program.

14.)    Trains new employees and cross trains with co-workers in performingassigned duties.                                 

15.)      Operates,maintains and inspects stand by engines and generators to provide uninterruptedwater and sewer service in the event of power failures.

16.)      Acceptsdeliveries of supplies and equipment.

17.)      Assistswith grounds maintenance work at all facilities including mowing, stringtrimming, chain sawing, leaf and brush removal.

18.)      Performssimilar tasks as assigned, including functions of those in a lowerclassification.

19.)      Isavailable for overtime and call backs in the event of emergencies.

20.)      Participatesin town-wide snow and ice removal operations.

21.)      Assists in the operation and maintenance of the wastewatertreatment plant, associated lift stations, grinder pumps and collection systemsfor the Town's shared septic and sewer systems. 

10.  RecommendedMinimum Qualification 

Education andExperience:  Must have ahigh school diploma or equivalent, two years of full time water distribution orcomparable work experience and prior and demonstrable ability to dealeffectively with fellow employees, supervisors and the general public or anyequivalent combination of education, training, and experience which providesthe required knowledge, skills, and abilities to perform the essentialfunctions of the position.

Special Requirements:  Must possess valid MassachusettsDrivers License, Grade 1 Distribution Full Operator certification, Hydraulicsand CDL Class B licenses. 

11.  Knowledge,Abilities and Skill:

- Knowledge of thelaws, rules, regulations pertaining to water/sewer distribution and treatmentoperations.

- Considerable anddemonstrable skill, in the use of tools and the operation of equipment requiredin the performance of water/sewer distribution and treatment work.

- Ability to dealappropriately and harmoniously with public officials, the general public,supervisors and co-workers.

12.  WorkEnvironment:  The nature of duties may involve continuous presence ofunpleasant or irritating elements, such as noise, odors, chemical fumes, dust,smoke, heat, cold, oil, dirt, or grease.  Work is performed indoors andoutdoors regardless of weather conditions.

13.  OccupationalRisks:  Duties regularly present potential risks of injuries fromimproper exposure that could result in loss of time from work.  Examplesof injuries include, but are not limited to, burns from chemical, muscularstrains, falls from heights, and illness from exposure to communicablediseases.  Special safety precautions, training, or protective clothingsuch as coats, gloves, glasses, hats or boots will be required.

 PhysicalDemands:  Work requires regular physical strength and effort daily,such as, lifting heavy objects up to 50 lbs (or more in cases of emergencyand/or with assistance), carrying objects and stacking them.  In addition,pulling, pushing, standing, or walking for the full workday may beinvolved. 

15.  MotorSkills:  Duties involve close hand and eye coordination and physicaldexterity.  Manipulation and motor control may require extremeaccuracy. 

16.  VisualDemands:  Visual demands include reading documents for generalunderstanding, routinely reviewing non-written materials and the need for colorvision.
