Definition of Position
The Salary Range is Pending City Council Approval
Under general supervision, the Cross-Connection and Water Conservation Specialist performs technical, regulatory, and field work associated with the City's Cross-Connection Control Program and water conservation initiatives. This position ensures compliance with state and local regulations, conducts community outreach and education, tracks backflow prevention inspections, supports water conservation programs, and coordinates with HOAs, businesses, residents, and regional agencies.
This position is required to ensure compliance with California water conservation and cross-connection regulations, including Senate Bill 606 (SB 606), Assembly Bill 1668 (AB 1668), and Assembly Bill 1572 (AB 1572), which mandate water use efficiency, reporting, and nonfunctional turf restrictions. The specialist will support both the City of Port Hueneme Water Division and the Port Hueneme Water Agency (PHWA) in implementing and coordinating regulatory compliance, water system protection, and community water efficiency programs.

Example of Duties
Cross-Connection Control Program
  • Serve as the designated Cross-Connection Control Specialist for the City and PHWA, as required by the SWRCB.
  • Implement and coordinate the Cross-Connection Control Program in compliance with federal, state, and local regulations.
  • Perform field inspections, surveys, and documentation of cross-connections and backflow prevention assemblies.
  • Track required testing of backflow prevention devices and maintain records of inspections, enforcement, and maintenance.
  • Investigate potential cross-connection hazards and coordinate corrective actions.
  • Prepare regulatory reports and documentation for submission to state agencies.
  • Assist in development and updates of the Cross-Connection Control Plan and related procedures.

Water Conservation Program
  • Implement and support water conservation and water use efficiency programs in alignment with SB 606, AB 1668, and AB 1572.
  • Collect, track, and analyze water use data; monitor compliance with conservation standards.
  • Assist in preparing required reports related to water conservation and water loss management.
  • Support preparation of the Urban Water Management Plan and Annual Water Loss Audit.
  • Coordinate public outreach programs to promote water use efficiency.
  • Develop partnerships with residents, businesses, schools, and regional agencies to improve water use efficiency.
  • Stay informed on regulatory changes, technologies, and best practices related to cross-connection control and water conservation.

Community Outreach and Public Education
  • Coordinate water conservation and cross-connection outreach efforts for the City and PHWA.
  • Plan, organize, and staff mandatory outreach booths at community events, including the Hueneme Beach Festival and Port Hueneme Banana Festival.
  • Develop educational materials such as handouts, brochures, and digital slideshow presentations.
  • Meet with Homeowners Associations (HOAs), property managers, and community groups to educate on water conservation and AB 1572 compliance.
  • Provide public presentations, workshops, and digital outreach on cross-connection control and water conservation.
  • Assist with the City's and PHWA's websites and digital platforms by providing water conservation information and program updates.

Additional Duties
  • Assist with grant identification, applications, and administration to support water conservation programs.
  • Provide technical support to Water Division and PHWA staff during emergency or operational events.
  • Perform other related duties as assigned to support the Water Division.

Typical Qualifications
  • Knowledge of cross-connection control, backflow prevention assemblies, and water distribution systems.
  • Understanding of water conservation programs, AB 1572 requirements, and SB 606/AB 1668 standards.
  • Ability to interpret and apply federal, state, and local regulations.
  • Strong recordkeeping, data analysis, and report preparation skills.
  • Excellent communication, public speaking, and organizational skills.
  • Ability to work independently in office and field environments while maintaining safety standards.

Supplemental Information
  • High school diploma or equivalent; coursework in water technology, environmental science, or related field desirable.
  • Minimum of three (3) years of experience in water distribution, cross-connection control, water conservation, or closely related fields.

Required Certifications and Licenses:
  • AWWA Cross-Connection Control Specialist Certification (California-Nevada Section)
  • AWWA Backflow Prevention Assembly Tester Certification
  • SWRCB Distribution Operator Grade D2 or ability to obtain within specified timeframe
  • Valid California Class C driver's license with satisfactory driving record
