Vice President of OperationsFull Time

Job Summary:

The Vice President of Operations (VPO) at Georgia Northwestern Technical College serves as a senior executive leader responsible for providing strategic direction, operational oversight, and administrative leadership for key institutional support functions of the college. This position oversees Facilities Management, Campus Police/Public Safety, and Marketing & Public Relations while ensuring operational excellence, organizational accountability, and alignment with the college's mission and strategic priorities.

The VPO leads diverse teams and is responsible for fostering a culture of accountability, efficiency, customer service, safety, and continuous improvement. A primary focus of the role includes personnel management, institutional project management, and leadership of capital construction and campus development initiatives. This position requires an on-campus work environment presence, is required to travel to all campuses to meet operational needs, and does not offer a telework option. The Vice President of Operations serves on the executive leadership team, reporting to the President.

Major Duties:

  • Build and sustain high-performing teams through clear expectations, performance evaluation, and leadership development.
  • Build collaborative relationships across departments, campuses, and community partners.
  • Collaborate effectively with architects, engineers, contractors, government agencies, and internal stakeholders.
  • Conduct on-site reviews to inspect and assure compliance to policies, procedures and standards.
  • Confirm that work is performed in accordance with all applicable guidelines and established practices.
  • Coordinate the development of the facilities master plan and the college master plan.
  • Develop and maintain internal control structures.
  • Direct the establishment of plans relating to the design, construction, engineering, repair, and maintenance projects.
  • Enforce contract provisions and resolve budgetary and scheduling issues.
  • Ensure compliance with institutional and policies/procedures, safety regulations, and employment standards.
  • Ensure marketing efforts support enrollment growth, community engagement, and workforce partnerships.
  • Ensure operational decisions prioritize the safety and security of students, employees, and visitors.
  • Ensure operational units align with institutional mission, accreditation standards, and system/state policies.
  • Establish a culture of accountability, transparency, and continuous improvement.
  • Establish performance expectations, measurable outcomes, and accountability structures for operational teams.
  • Evaluate employees at scheduled intervals upon review of all relevant information.
  • Lead planning, design, and execution of new construction, renovations, and capital improvement projects.
  • Monitor project timelines, budgets, compliance requirements, and risk mitigation.
  • Oversee and monitor departmental budgets (in partnership with department directors/chief).
  • Oversee evaluation and selection of contractor bids and contracts.
  • Participate in strategic planning.
  • Provide executive oversight of renovation, expansion, and new facility construction projects.
  • Provide input for institutional branding, marketing strategy, and communications.
  • Provide overall management and coordination with architects/engineers/contractors, other agency officials, local governments, and compliance entities.
  • Provide strategic leadership and administrative oversight for campus police/public safety operations.
  • Represent the college by serving on committees and attending conferences.
  • Serve as institutional lead for major construction initiatives from concept through completion.
  • Supervise department leaders and provide coaching, mentorship, and professional development.
  • Verify funding sources, correctly maintain departmental budgets, and confer regularly with appropriate parties to reconcile budgeted amounts.
  • Perform other related duties as assigned.

Minimum Qualifications:

Bachelor's degree *and* seven (7) years of work-related experience *OR* Master's degree *and* three (3) years of work-related experience.

Preferred Qualifications:

  • Master's degree in Business Administration, Public Administration, Higher Education Administration, Organizational Leadership, or related field.
  • Progressive leadership experience in operations, facilities management, public administration, higher education administration, or related field.
  • Ability to interpret architectural drawings, specifications, and site plans.
  • Experience in a technical college or education environment.
  • Experience leading complex projects, capital construction, major renovation, and/or large-scale operational initiatives.
  • Experience working with GSFIC, DOAS, GTA, SPC, and SAO.
  • Familiarity with bond-funded projects, grant-funded construction, and/or state appropriations.
  • Knowledge of building systems including HVAC, electrical, plumbing, technology infrastructure, and specialized instructional lab environments.
  • Proven experience supervising multiple departments and managing large teams.
  • Understanding of master campus planning, space utilization, and long-range facilities development.
  • Understanding of safety standards, OSHA requirements, and risk management practices.
  • Working knowledge of architectural and engineering design phases.

Physical Demands:

Work is typically performed in a classroom or office environment with intermittent sitting, standing, or walking in various settings. The employee must have the ability to inspect operational environments and tour construction sites and campus facilities as required. The employee occasionally lifts or moves objects that are light to medium weight. Full range of hand and finger motion may be utilized for data entry purposes. Since this job requires driving between campuses and other locations, physical requirements include the ability to operate a vehicle and sit for extended periods. Frequent travel between campuses and instructional sites is expected. Availability during emergencies or critical institutional events may be requested as well as occasional evening or weekend responsibilities.

Starting Salary: $110,000

Benefits:

This is a full-time position including the following benefits: 13 paid State holidays, annual and sick leave, paid parental leave, a State of Georgia benefits package that includes Health, Dental, Vision, Life, etc., a choice of two retirement systems: Teachers Retirement System of Georgia or the Employee's Retirement System of Georgia based upon position and 401K options.
