Position: Civil Rights Investigator / Civil Rights Specialist
Location: Indianapolis, IN 46204
Work Type: Onsite
Interview Process: In-Person Interview Required
Employment Type: Contract
Pay Rate: $23/hr on W2 (No Benefits)


Role Overview

The Civil Rights Specialist is responsible for reviewing and investigating civil rights complaints, analyzing facts and evidence, conducting interviews, preparing case summaries, and making recommendations regarding probable cause determinations. This position requires strong analytical, investigative, and communication skills, along with knowledge of civil rights laws and regulations.

Key Responsibilities

  • Conduct detailed analysis of civil rights complaints and investigations.
  • Interview complainants, respondents, and witnesses.
  • Prepare written investigative reports and case summaries.
  • Draft consent agreements and settlement recommendations.
  • Facilitate mediation and conciliation efforts between parties.
  • Monitor compliance with consent agreements through reports and assessments.
  • Negotiate resolutions while considering public interest and legal requirements.
  • Maintain accurate case files, documentation, and activity reports.
  • Participate in public outreach and education activities related to civil rights.
  • Apply state and federal civil rights laws to case evaluations and recommendations.

Required Qualifications

  • Four (4) years of professional experience in one or more of the following:
    • Civil Rights
    • Law or Legal Services
    • Labor Relations
    • Human Resources
    • Public Administration
    • Public Relations
    • Social Services
    • Workforce Development
    • Business Administration
  • Relevant college education in Law, Sociology, Psychology, Labor Relations, Public Administration, Human Resources, or Business Administration may substitute for experience on a year-for-year basis.
  • Strong analytical, investigative, and report writing skills.
  • Ability to interpret and apply civil rights laws, regulations, and court decisions.
  • Ability to manage multiple cases in a fast-paced environment.
  • Strong communication, mediation, and negotiation abilities.
  • Ability to maintain confidentiality and professional neutrality.

Preferred Qualifications

  • Background in Law, Legal Studies, or Paralegal Studies.
  • Experience investigating discrimination, employment, housing, education, or public accommodation complaints.
  • Experience with mediation, conflict resolution, or compliance monitoring.
