Location: Virginia Beach, VA- Dam Neck Annex

Job Description:
ACT1 Federal is seeking a Combat Assessment Subject Matter Expert to provide instructional, curriculum, and programmatic support to the Joint Targeting School Combat Assessment Program.
The candidate will provide technical expertise on Combat Assessment methodology while supporting standardization, courseware development, instructor qualification, subordinate-program accreditation, and coordination across the Joint Targeting Enterprise.
Primary Responsibilities
  • Deliver classroom, distance-learning, and Mobile Training Team Combat Assessment instruction.
  • Develop, maintain, standardize, and distribute CA courseware and testing products.
  • Support qualification of instructors and standardization instructors.
  • Maintain CA program records and qualification information.
  • Support accreditation and standardization of Service and Combatant Command CA programs.
  • Coordinate CA training efforts across JTS and subordinate programs.
  • Participate in Joint Staff targeting meetings, conferences, working groups, and curriculum reviews.
  • Provide SME guidance on evolving CA doctrine, processes, procedures, and policy.
  • Develop technical reports, studies, recommendations, briefings, and position papers.

Required Qualifications
  • Graduate of the DoD Combat Assessment Course.
  • Expert knowledge of Combat Assessment methodology, procedures, precedents, and applicable DoD/Joint Staff regulations.
  • In-depth understanding of the Joint Targeting Cycle.
  • Understanding of Joint Planning and employment of military forces.
  • Familiarity with Joint Targeting organizations and stakeholders.
  • Familiarity with ISD and adult-learning methodologies.
  • Strong writing, briefing, analytical, and communications skills.
  • U.S. citizenship.
  • Active Top Secret clearance with SCI eligibility/access.

Highly Desired
  • Experience conducting operational Combat Assessment.
  • Experience managing a CA program.
  • Prior JTS or subordinate CA program instructor experience.
  • Experience supporting program accreditation/standardization.
  • Combatant Command, Joint Staff, JTF, or Service targeting experience.
