Job description

OCT Consulting is a business management and technology consulting firm that supports Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
OCT currently has an opening for a Data Visualization Analyst to work with our federal client. This position is contingent upon contract award.
Day to day responsibilities include:
  • Develop dashboards, user interfaces, and reports in compliance with Section 508 accessibility standards.
  • Design, test, and deploy interactive reports using Tableau, Power BI, R, Python, and other approved tools.
  • Create custom calculations and apply filters for dynamic reporting.
  • Design and maintain SharePoint custom solutions supporting communication and tracking.
  • Assess and address data management issues and provide recommendations.
  • Maintain quality control and compliance with dissemination, visualization, and security governance.
  • Develop visual analytics for survey data and registration systems using approved tools.
  • Gather, preprocess, and normalize data for visualization.
  • Choose visualization types appropriate to data and objectives.
  • Implement visualizations with programming languages or visualization libraries (R, D3, Python).
  • Add interactive features to visualizations where required.
  • Test and validate visualizations to ensure accuracy and usability.
  • Optimize performance when working with large datasets.
  • Participate in planning and stage-gate reviews under current policies and lifecycle standards.
  • Provide feedback on data reuse and perform cleansing to remove duplicates.
  • Give presentations to stakeholders on development activities.
  • Deliver program documentation with purpose, programming steps, outputs, and accuracy assessments.
  • Submit program code to the Technical Monitor with internal comments and documentation.

Requirements
  • Must be a U.S. Citizen.
  • Bachelor's degree in Data Science, Statistics, Computer Science, Information Systems, or a related field (or equivalent experience).
  • Minimum 3 years of experience in data visualization and analytics.
  • Proficiency in data visualization and analytics tools including Tableau, Power BI, R, Python, and D3.
  • Experience with data modeling, database schema design, and database administration.
  • Experience with web and content management systems (WCMS), including WCMS and Adobe Analytics.
  • Experience gathering, preprocessing, and normalizing data for visualization from large datasets.
  • Demonstrated capability in data analytics, data science, and data management.
  • Knowledge of Section 508 accessibility standards and compliance for data dissemination products.
  • Experience working with federal government survey data and registration systems preferred.
  • Knowledge of federal IT compliance requirements including NIST, FISMA, and Section 508.
  • Certifications preferred: Tableau Desktop Specialist, Microsoft Certified: Data Analyst Associate, or equivalent.
  • Clearance: Sensitive / Moderate Risk Position - Tier 2 / Public Trust Level 5 or higher required. The investigation will involve a credit, fingerprint, and law enforcement agency check. HSPD-12/PIV card required.
  • Location: Primarily remote/offsite Occasional onsite work in Hyattsville, MD or Atlanta, GA may be required.

Salary Range: $90,000 - $100,000 yearly commensurate with experience, education, etc.
