Summary
About the Position: You will serve as the Portfolio Acquisition Executive for Medical Digital Solutions (PAE MDS) located in the Defense Health Agency in the Office of the Assistant Secretary of War for Health Affairs (OASW(HA)), Office of the Under Secretary of War for Personnel and Readiness (OUSW(P&R)).
This is not a virtual/remote position. You must live within or be willing to relocate within a commutable distance of the identified duty location (Falls Church, Virginia).

Help
  • Lead the acquisition of Department of War (DoW) and Department of Veterans Affairs' (VA) multibillion dollar modernized Electronic Health Record (EHR) system and data exchange capabilities allowing for standardized/integrated data interoperability.
  • Lead the evaluation and integration for all assigned programs, projects, and initiatives and is responsible for acquiring, developing, implementing and sustaining affordable and interoperable healthcare management systems.
  • Lead and manage future enterprise solutions which, in turn, will support the assigned program portfolio and meet the strategic objectives of the overall Military Health System (MHS) and DoW plans and architectures.
  • Serve as the Milestone Decision Authority for all acquisition programs in the MDS portfolio and lead large program management offices and formulate, oversee, and enforce DoW policy.
  • Utilize enterprise-wide capability, vision, and knowledge of joint mission matters of additional scope and complexity to collaborate with VA and higher authorities.
  • Leverage scarce resources by using best practices in finding reinvestment dollars, pursuing increased effectiveness, efficiency, and understanding of Command output/costs.
  • Acquire, deploy, implement, and sustain the commercial off the shelf EHR, MHS GENESIS, utilizing standards-based open architecture interfaces replacing MHS and VA clinical systems.
  • Acquire cost-effective infrastructure and data interoperability capability to securely and reliably exchange standardized, normalized, and correlated health data through standard data/information exchange mechanisms.
  • Acquire the capabilities necessary to deliver enterprise-level data capabilities that will be available for any program, project, or initiative to deliver MHS or Joint Healthcare IT capabilities.
  • Coordinate closely/continually with DoW Chief Information Officer as well as DHA acquisition authority and advise the Director and Deputy Director, DHA and Assistant Directors on continuing, modifying or terminating programs or projects.
  • Oversee evaluation of proposals from contractors and DoW activities to ensure their responsiveness, adequacy, and compatibility with requirements.
  • Direct the Defense Business Information Technology Certification process for all Defense Health Program (DHP) funded IT initiatives.
  • Oversee/implement MHS-wide Defense Business Systems certification processes in accordance with Under Secretary of War (Comptroller) and DoW CIO guidance for systems funded with the DHP appropriation.
  • Direct development of approaches/documentation for resource requests/budget justifications and lead program review boards to defend resource requirements and expenditure plans.
  • Formulate budget decisions regarding allocation of the PAE MDS budget. Review status of obligations, expenditures, and requests for reprogramming and approve requests based on assessment of programs and success of efforts among various PAE programs.
  • Direct the Planning, Programming, and Budgeting and Execution System process and present testimonials before program review boards at Secretary of War, and Congressional Committees.
  • Provide authoritative information/analysis on program requirements and implications of funding alternatives on issues.
  • Lead and participate in reviews and other meetings convened to review program status, analyze, and solve problems, and make decisions and recommendations.
  • Direct the development of and approve organizational structures and assignments, ensuring consistency with policy and considering unique attributes of programs and resources.

  • Within the DoW, the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is designated a Critical Acquisition Position (CAP) with further designation as a Key Leadership Position (KLP).
  • As a Key Leadership Position (KLP), the incumbent will be required to sign a Tenure Agreement which requires the incumbent to remain in this position for a minimum of 3 years.
  • This position is identified as a Defense Acquisition Workforce (AWF) position. The incumbent must become Advanced certified in the Defense AWF functional area of Program Management within one year of assignment.
  • Incumbent must meet the corresponding Defense AWF functional area education requirements, and have the experience commensurate with Advanced certification, all within one year of assignment.
  • This Defense AWF position will require the attainment of 80 continuous learning points every 2 years, which is a condition of employment.

TQ 1: Substantive knowledge of program management, systems engineering, systems standards, and acquisition regulations and processes for large Federal agencies or private organizations.
TQ 2: Significant experience operating in Joint-Service and/or interagency environments, with demonstrated ability in resource planning, contract management, and program development and execution.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.
