Position Overview
This postion acts with management approval, serves as Assistant Director for Digital Assets administering overall management of digital asset applications process, examination, and ongoing supervision of digital asset registrants. The person in this role will also direct, coordinate, and review the activities of support and management personnel, serve as a full line supervisor, oversee the development and execution of key initiatives and compliance measures concerning digital assets, digital asset activities, markets, participants, and the underlying technologies. This person serves as spokesperson representing the Director at various internal and external meetings, often of a sensitive and confidential nature, attends trainings and stays abreast of trends in digital asset markets, including the development of new products and services, virtual currency linked investments, the underlying technologies, data privacy, anti-money laundering initiatives, and updates stakeholders and agency executive staff on a periodic basis, and performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Essential Functions
  • Subject to management approval, serves as Assistant Director for Digital Assets administering overall management of digital asset applications process, examination, and ongoing supervision of digital asset registrants.

  • Attends trainings and stays abreast of trends in digital asset markets, including the development of new products and services, virtual currency linked investments, the underlying technologies, data privacy, anti-money laundering initiatives, and updates stakeholders and agency executive staff on a periodic basis.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications
  • Requires knowledge, skill, and mental development equivalent to completion of four years of college with courses in accounting, finance, banking, monetary theory, business, or computer science.
  • Requires prior experience equivalent to four years of progressively responsible administrative experience in accounting, banking, or information systems auditing for a public or business organization.

Preferred Qualifications
  • Prefers at least eight years of progressively responsible experience in professional accounting, trading, banking, financial markets, financial regulation, regulatory compliance, or information systems auditing.
  • Prefers at least three years of experience working in the digital asset industry, markets, and technologies.
  • Prefers at least three years of experience in a compliance or legal role related to financial institutions or digital assets.
  • Prefers a master's degree in accounting, finance, business, computer science, or similar.
  • Prefers at least three years of experience as a supervisor of a staff of five or more.
  • Prefers a bachelor's degree in accounting, finance, business, computer science, or similar.

Conditions of Employment
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
