Job description

Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time. The Assistant Deputy Chief Information Officer (ADCIO) is a key senior technology leader within the CIO's office, collaborating closely with the CIO and Deputy CIO to define and implement the agency's forward-thinking technology strategy. This position offers a unique chance to gain broad exposure and deepen your expertise across the full spectrum of enterprise technology, from infrastructure to cutting-edge platforms, while directly contributing to the State's critical business initiatives.

The ADCIO will provide executive leadership for enterprise technology programs, ensuring alignment with organizational goals and championing cybersecurity and operational excellence. You will have the opportunity to lead diverse technology teams, spearhead innovation, and manage strategic vendor relationships, playing a vital role in delivering impactful technology solutions that benefit the entire State. This role is instrumental in bridging strategic vision with operational execution, ensuring technology initiatives effectively support the State's objectives.

Primary Duties and Responsibilities: Executive Leadership & Strategic Vision: Assist the Deputy Chief Information Officer in developing and implementing the agency's strategic technology vision, leveraging a deep understanding of enterprise technology and business needs. Serve as acting Deputy CIO when delegated. Provide strategic leadership and alignment across technology functions, ensuring that technology strategies effectively translate into operational goals and objectives that support the State's broader mission.

Advise executive leadership on emerging technologies, technology risks, and digital transformation opportunities, leveraging a strong understanding of a product-based approach to service delivery, including budgeting, costing, and financial management. This includes influencing how cybersecurity risks are managed and balanced against delivery costs in collaboration with relevant stakeholders. Build trust and foster collaboration across technology and business units to drive strategic execution.

Technology Strategy & Innovation: Develop and implement multi-year technology roadmaps, evaluating emerging technologies for operational effectiveness and cost efficiency. Lead modernization initiatives that improve business processes and customer service, promote standards and technology governance. Actively engage in all key innovation and vendor engagements for the CIO, including developing counter proposals and assessing vendor performance.

Promote a value-based funding and outcome-driven service delivery model. Budget, Financial Management & Vendor Relations: Assist in developing and managing the agency's IT operating and capital budgets by providing insights into rationalizing and optimizing technology investments, informed by a strong understanding of a product-based approach to service delivery, including budgeting and costing. Develop business cases and technology investment justifications, demonstrating a strong understanding of financials and their impact on strategic initiatives.

Oversee contracts, procurements, and vendor performance, leveraging experience in building strategic partnerships. IT Operations Management & Security: Provide strategic oversight and guidance to ensure technology operations and service delivery are aligned with and effectively support the agency's strategic technology vision and business objectives. Establish operational priorities and performance metrics, ensuring high availability, reliability, and security of agency technology services.

Monitor service delivery and implement continuous process improvements, leveraging breadth and depth of enterprise technology knowledge. Support the implementation of cybersecurity policies, standards, and best practices, ensuring compliance with applicable requirements. This role plays a key part in influencing the strategic balance between cybersecurity posture and the cost-effectiveness of technology investments and service delivery.

Oversee technology risk assessments and business continuity initiatives. Oversee complex enterprise technology projects and cross-functional initiatives, ensuring delivery on schedule, within budget, and established quality standards. Stakeholder Collaboration & Team Leadership: Partner with business leaders to identify technology needs and improve service delivery, building collaborative relationships across business and technology organizations.

Represent the agency on enterprise technology committees and governance boards. Develop partnerships with state agencies, vendors, and external stakeholders. Foster an inclusive, collaborative, and high-performing work environment.

Minimum Qualifications 13 years of experience being progressively responsible for information technology experience, including senior management experience leading multiple IT disciplines, such as managing enterprise technology operations, strategic planning, budgeting, procurement and large-scale technology initiatives. Substitutions: Bachelor's Degree in Information Technology Management or related field will substitute for 4 years and a Masters Degree would substitute an additional year. Preferred Qualifications: Master's degree in Information Technology, Public Administration, Business Administration, or related field.

Experience within state government or another large public-sector organization. Professional certifications such as PMP, ITIL, CISSP, AWS, Azure, or Certified Government CIO. Certified Technology Business Management Executive (CTBME).

Knowledge, Skills, and Abilities: Executive leadership and strategic planning. Breadth and depth of enterprise technology (workplace, network, infrastructure, platform, applications, and security). Strong understanding of a product-based approach to service delivery, including skills resourcing, service delivery, budgeting, costing, and financial management.

Ability to influence strategic risk management and cost-benefit analysis in cybersecurity and technology delivery. Please note: Appointment to this position and continued employment with the agency is contingent upon obtaining and/or maintaining New York State residency within six months of hiring.
