 The Vice President of Mental Health provides executive leadership and strategic oversight for all behavioral health operations at Crittenton Services, including Mental Health, Family Preservation, and Enhanced Care Management (ECM) programs across Los Angeles, Riverside, and San Bernardino Counties.?Reporting to the Chief Operating Officer, the Vice President ensures the clinical, operational, and fiscal excellence of assigned programs, while advancing compliance, workforce development, and innovation in trauma-informed and value-based care.?This executive plays a critical role in shaping the agency's behavioral health strategy Behavioral?Health Services?Act (BHSA) implementation, expanding funding opportunities, and aligning systems of care to achieve measurable outcomes for youth and families.?The position also provides executive-level oversight for the Intern and Practicum Program, including practicum supervisors and clinical training partnerships, to ensure a pipeline of competent, mission-aligned professionals.?

Pay Range: $126,000.00 - $180,000.00

Requirements

Education / Experience Required 

• Master's or Doctorate degree in psychology, social work, counseling, marriage and family therapy, or a related behavioral health discipline from an accredited program or university.
• Minimum of 7-10 years of progressive leadership experience in residential, child welfare, or behavioral health programs, including 5 years in executive or senior management.
• Proven success managing multi-county contracts and multimillion-dollar budgets (e.g., LACDMH, RUHS-BH, San Bernardino DBH).
• Demonstrated?expertise?in?CalAIM, Medi-Cal managed care, ECM, and value-based care frameworks.
• Deep understanding of revenue management, fiscal forecasting, and financial decision-making.
• Experience with workforce development, training, and oversight?of?internship or practicum programs.
• Strong background in fiscal management, KPI development, and data-driven performance oversight
• Bilingual (English/Spanish) strongly preferred.

Clearances and Requirements  

• Must successfully clear DOJ and FBI fingerprint checks.
• Must be at least 21 years of age.
• Valid California driver's license and current auto insurance.

Essential Duties 

• Provide executive leadership and strategic direction for all Mental Health, Family Preservation, and Enhanced Care Management (ECM) operations across multiple counties, ensuring programs meet clinical, fiscal, and compliance objectives.
• Lead organizational change management initiatives, guiding program leaders through evolving CalAIM, BHSA, and Medi-Cal transformation requirements with clarity, structure, and staff engagement.
• Oversee the design, implementation, and evaluation of clinical programming to ensure consistency, trauma-informed practice, and evidence-based care delivery.
• Drive innovation and operational alignment by integrating new state and federal policy requirements into program workflows and staff training systems.
• Partner with the COO and executive team to develop long-term strategies that anticipate shifts in behavioral health systems, funding models, and workforce needs.
• Serve as the agency's executive-level liaison to DMH, RUHS-BH, DBH, DHCS, and Managed Care Organizations, fostering collaboration and compliance across all behavioral health partnerships.
• Represent the organization at executive committees, interagency workgroups, and public forums to advance behavioral health policy and practice.
• Oversee service delivery for outpatient mental health, IFCCS, Wraparound, PEI, and ECM ensuring quality, integration, and operational consistency.
• Maintain fidelity to trauma-informed, culturally responsive, and evidence-based clinical models that promote client stability and recovery.
• Lead the implementation of Behavioral Health Services Act (BHSA) and High-Fidelity Wraparound mandates and ensure alignment of program operations with funding allocations and new state reporting standards.
• Establish Key Performance Indicators (KPIs) to monitor clinical, operational, and fiscal outcomes; use data to drive performance improvement and ensure accountability.
• Guide the adoption of technology, telehealth, and digital solutions to improve accessibility, efficiency, and care coordination. 
• Exercise executive oversight of budget planning, forecasting, and fiscal performance across all programs.
• Utilize data analytics and cost-benefit analysis to inform decision-making, identify opportunities for system innovation, and ensure fiscal sustainability.
• Lead workforce development initiatives, supporting staff recruitment, retention, and the growth of future leaders through mentorship and professional advancement.
• Supervise practicum and internship programs in compliance with BBS and academic requirements to maintain a strong clinical pipeline.
• Promote a trauma-informed, inclusive, and equitable workplace culture that prioritizes communication, collaboration, and accountability.
• Collaborate with other executives to ensure seamless service integration across departments.
• Represent Crittenton as a thought leader within county, regional, and state behavioral health systems, communicating outcomes and innovations to funders, policymakers, and partners.
• Lead system-level initiatives that promote organizational agility, data-driven transformation, and sustained excellence in behavioral health care.
