Job description

The Vice President for Finance and Operations serves as Central Oregon Community College’s chief financial officer and a key member of the President’s leadership team, providing strategic direction for the College’s financial health, operational effectiveness, and long‑term sustainability. The position oversees budgeting and financial planning, procurement, risk management, contracts, fiscal project management, and real‑estate transactions, and provides operational leadership for Fiscal Services, Campus Services (facilities, grounds, maintenance and custodial), and the Bookstore. The VPFO collaborates closely with the president, college leaders, faculty and staff to support institutional priorities and student learning and success.

Responsibilities
  • Provide strategic, innovative, and systems‑thinking leadership in the planning, implementation, and continuous improvement of the College’s operations.
  • Collaborate with other College vice presidents on short‑ and long‑term planning to improve student, employee, and community experience, operational efficiency, and fiscal management.
  • Foster collaborative relationships across the College and with community partners to align on strategic and operational objectives.
  • Communicate changes collaboratively, managing the change process effectively.
  • Build community support through strategic partnerships with business and industry, and represent the College on community boards and committees.
  • Provide guidance and support to the President and Board of Directors as needed.
Fiscal Leadership
  • Serve as the College’s chief financial officer; lead budget planning, preparation, analysis, and projections.
  • Ensure accurate and timely financial reporting to the President, Board of Directors, College constituents, and federal, regional, state, and granting authorities.
  • Lead efforts to secure financial stability, including pursuing bond opportunities, state capital allocations, real‑estate transactions, and other revenue sources.
  • Serve as a staff member to the Board of Directors’ Real Estate, Investment and Budget Committees.
  • Lead the president’s team through the development of the College’s annual budget, ensuring transparency and communication.
  • Supervise the College’s bidding, purchasing, and contracting activities.
Operational Leadership
  • Develop all Finance and Operations employees through hiring, coaching, mentoring, and professional development, promoting collaboration across operations and other areas.
  • Provide supervision to the Controller, ensuring accurate and efficient budget processes and supporting college‑wide budget managers.
  • Supervise the Director of Campus Services to ensure facility operations, maintenance, construction, space planning, and custodial services provide a welcoming, safe environment.
  • Collaborate with the Director of the Bookstore on long‑term planning and financial sustainability.
  • Guide Finance and Operations project management through policy framework and strategic direction.
  • Lead sustainability practices, communicating key indicators internally and externally.
  • Lead the Facilities Master Planning process and long‑range infrastructure development.
  • Supervise risk management, contracts, and procurement; assess risk and liabilities, ensure appropriate coverage, and update policies.
  • Review and guide College contracts and analyze systems to improve efficiency, transparency, and accountability.
  • Coordinate the building advocate program to facilitate collaboration among building lead staff.
Department Specific
  • Regular schedule: 40 hours per week, Monday through Friday, 8:00 a.m. to 5:00 p.m.
  • Must be available for some evenings and weekends as requested.
  • Must work and reside in Oregon.

Education
  • Bachelor’s Degree in Business Administration, Management, Finance, Accounting, or a related field.
Experience
  • Seven (7) years of increasingly responsible multi‑fund management, senior‑level leadership experience, including fiscal control and general management functions.
  • Seven (7) years of leadership in developing, analyzing, and implementing effective, fiscally sustainable budgets and operational strategies.

Preferred Qualifications Education
  • Master’s Degree in one of the above fields or a closely related area.
Experience
  • Community college or higher education experience strongly preferred.
  • Experience advising and working with boards.
  • Experience managing facilities, bond expenditures, and capital programs.
  • Experience using technology innovation to improve work processes.
  • Experience with sustainable practices.
Certifications
  • CPA, CMA, or CPFO strongly preferred.
