Required Skills and Experience

* Candidate MUST have a minimum of 15+ years as a lead full-stack developer, with broad experience working with development technologies including Microsoft .NET, (C#, VB.NET), ASP.NET/MVC, WCF/Web API, ASP.NET Web Forms, JavaScript frameworks (Angular, Knockout, and others), REST, XML, JSON, HTML, and CSS. Must have advanced to expert level knowledge in designing and developing scalable applications and integrating systems.

Preferred Skills and Experience

* Candidates with demonstrated production experience building and deploying full-stack applications on the .NET / C# / Azure / React technology stack will be given strong preference.
* Experience with Azure cloud services for application hosting, identity, storage, and integration is highly desirable.
* Knowledge of the Florida Accounting Information Resource (FLAIR) system and budget management.
* Knowledge of the Florida Department of Transportation Financial Management (FM) system, including Work Program Administration, Project Costing, Federal Aid and Federal Billing subsystem details and interfacing methods.
* Familiarity with the Florida PALM system, including chart of accounts, standardized business process model, and interface offerings.
* Knowledge of mainframe computer systems and supporting software such as Customer Information Control System (CICS), Time Sharing Option (TSO), and Interactive System Productivity Facility (ISPF).

Primary Responsibilities

* Design, develop, test, deploy, and support custom full-stack applications that automate the offices operations impacted by PALM.
* Participate directly in business discovery sessions with the offices product owners and business analysts to capture first-hand business understanding and translate it into working software.
* Partner with the offices technical lead on solution architecture, technical design decisions, code review, and coding standards.
* Deliver production-ready features end-to-end analysis, design, build, unit testing, deployment, and post-deployment support within committed release timelines.
* Provide hands-on production support and incident triage for the offices custom applications on a rotational basis, including root-cause analysis and resolution of production issues.
* Build and maintain modern, accessible user interfaces using React (or comparable modern JavaScript frameworks) and back-end services using .NET / C# / ASP.NET Core deployed on Azure.
* Design and implement RESTful APIs and integrations between the offices custom applications, Florida PALM, FM systems, and other enterprise data sources.
* Work with relational data models (Azure SQL Server and Snowflake) to implement and maintain solutions that support the offices reporting, analytics, and operational reporting needs.
* Drive iterative delivery, UI/UX improvements, and code optimization; collaborate with the technical lead to ensure consistency in coding standards, documentation, and deployment practices.
* Develop and maintain application documentation, deployment runbooks, and operational handover materials in accordance with the Departments standards.
* Coach and mentor team members on full-stack development practices where appropriate, and collaborate with the office, the Office of Information Technology, and the Office of Comptroller on cross-office technical needs.

Education

* Bachelors or Masters Degree in Computer Science, Information Systems, or other related field. Work experience can substitute on a year for year basis for the degree.
