GENERAL PURPOSE Under supervision, to perform more complex, difficult and skilled routine manual work in the maintenance, construction and repair of the City's wastewater (sewer), lead, plan, train and review the work staff is responsible for performing; verify the work of assigned employees for accuracy, proper work methods, techniques and compliance with applicable standards and specifications; perform lockout and tag out safety procedures; lead, manage, review and verify the work of assigned City contractors; respond to public inquiries in a courteous manner; provide information within the area of assignment; work with residents to minimize impact of projects on citizen's properties; resolve complaints in an efficient and timely manner; estimate time, materials and equipment required for jobs assigned; requisition materials as required; operate a variety of maintenance and repair tools and equipment; perform a variety of maintenance tasks relative to assigned area of responsibility; provide training to lower level personnel; may act as the division supervisor; may be required to routinely plan and coordinate work assignments for projects; perform other duties as assigned. SUPERVISION RECEIVED AND EXERCISED Works under general direction of the Sewer Supervisor and or designee. If applicable, lead and train Maintenance Worker I, Maintenance Worker II, Beach Maintenance Worker, temporary staff, and relevant personnel in the area assigned.

May lead and direct the work of City contractors and vendors of area assigned. Duties and Responsibilities Perform a wide variety of more complex, difficult and skilled work in the construction, maintenance, repair and installation of sewer collection systems and related structures ability to hold a global vision of the overall sewer system having a clear understanding the cause and effect of the underground sewer and storm drain cleaning and maintenance procedures and practices; understand the interface of one pump station to another; troubleshoot and replace pump station mechanical and electrical equipment; lead, and oversee annual sewer main line cleaning schedule; lead and oversee the storm drain cleaning schedule; supervise landscape and building maintenance related to facilities; perform, lead, and oversee repair, replacement, installation, testing, service and maintenance a variety of wastewater equipment, including electric motors, impeller and centrifugal pumps, appliances, circuit breakers, relays, water lines and gate valves, check valves and television camera equipment; participate in the removal and replacement of various electrical components; fabricate parts; perform, lead, and oversee dismantle, repair and replacement of pump parts; oversee replacing lift station pumping equipment to ensure proper operation; perform, lead, and oversee the repair of clay, steel, plastic, and other types of pipes; operate a vactor and sewer rodder; take and log meter readings; adjust various flow meters; adjust packing glands; evaluate and oversee condition of auxiliary equipment; participate and monitor inspections, cleaning, maintaining, constructing, and repairing of wastewater collection systems utilizing a variety of mechanical and specialized equipment including, but not limited to, hydraulic line cleaning machines, generators, rodders, portable pumps, CCTVs, and related equipment; perform, lead, and oversee pump station inspections, maintenance and repair; record instrument readings, and make minor adjustments to ensure proper operation; perform, lead, and oversee a variety of manual tasks such as lifting and carrying of heavy loads including materials, equipment, and debris, while seeking assistance and utilizing equipment when appropriate; inspect and oversee the maintenance of easements, participate and lead the repair of the wastewater collection system, including the oversight of outside contractors; the replacement of damaged pipes, manholes, and casting adjustments, which may include excavation; complete and maintain accurate, legible, and timely records of work performed; perform building and grounds maintenance at collection systems facilities; participate and oversee in the containment and clean-up of sanitary sewer overflows and provide notifications and field documentation to immediate supervisor; investigate the cause of sewerage spills and take corrective action; stay abreast of new trends and innovations in the field of wastewater collection system operation and maintenance; inspect, trouble-shoot, and maintain proper collection system operation using advanced techniques and instruments including but not limited to closed-circuit TV, dye testing, and related procedures; participates in the evaluation of the performances of the wastewater collection system such as energy efficiency, material costs, preventive and predictive maintenance programs; set annual goals and scheduling; provide assistance to agencies and private organizations in locating and identifying utilities and manholes; direct, instruct, oversee and provide feedback to personnel; participate in the development and propagation of SOPs (standard operating procedures) including safe work practices and procedures; attend and participate in group meetings; stay abreast of new trends and innovations in the field. Knowledge, Skills & Abilities Knowledge of: Operational characteristics of the City's wastewater collection system; materials, methods, techniques, and terminology used in the construction, maintenance and repair activities related to the maintenance and repair of wastewater collection systems and storm drains infrastructure use; purposes, uses, and operating characteristics of a variety of vehicles, equipment, power tools and hand tools used in public works maintenance and repair including motorized, pneumatic, and hydraulic equipment; traffic laws, ordinances, and rules involved in truck and equipment operation; principles and practices of record keeping; proper methods, materials, tools and equipment used in the maintenance and repair of pumps and sewer lines; applicable codes and regulations; safety precautions applicable to electricity and pump maintenance; OSHA requirements for confined/enclosed spaces; trench and shoring safety.

Proper methods, materials, tools and equipment used in general maintenance work; appropriate safety precautions and procedures; repair and maintenance of facilities, equipment and landscaped areas; general hand and portable power tools; English usage, grammar, spelling, vocabulary and punctuation. Ability to: Operate hand and portable power tools; perform skilled work in a specialized designated maintenance area; plan and layout work; lead and train personnel; conduct performance evaluation of staff; estimate time and material requirements; maintain accurate records; operate a vehicle, observing legal and defensive driving practices; understand and carry out oral and written instructions in English; and establish and maintain effective relationships with those contacted in the course of work; methods used in maintenance and building repair, including basic knowledge of uniform code books, electrical wiring, plumbing, carpentry, glass replacement, painting, and grounds maintenance including sprinkler systems; work from blueprints, shop drawings and sketches; basic math; safety practices and procedures relating to the building trades; operate and maintain a variety of building maintenance tools and equipment. Perform a variety of skilled maintenance, construction and repair work in the area of work assigned; operate a variety of vehicles and equipment in a safe and effective manner; use and operate vehicles and equipment, hand tools, and power tools and equipment required for the work in a safe and efficient manner; ensure safety around work areas in high traffic; read and interpret basic maps and blueprints; perform a variety of tasks for extended periods of time and in unfavorable weather conditions; perform heavy manual labor; locate and mark sewer mains and services; perform pipe and masonry work; work safely and adhere to principles of safety when working near traffic or in other environments; respond to collection system maintenance/repair emergencies; operate vehicles, equipment, and tools; work independently in the absence of supervision; understand and follow oral and written instructions; communicate clearly and concisely, both orally and in writing; establish, maintain effective and harmonious working relationships with those contacted in the course of work and contribute to a cooperative team effort.

Qualifications Education High School Diploma, or General Equivalency Diploma (G.E.D.), plus four (4) years of experience in construction or a related field, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Training and Experience At least four (4) years of experience in construction or a related field or any combination of education, training and experience which demonstrates the ability to perform the duties and responsibilities as described. Licensing and Certification Requirements Possession of or ability to obtain, prior to employment, a valid Class "C" California driver's license with a safe, satisfactory driving record and able to maintain it through the course of employment

Completion of CPR Certification within 12 months of employment and maintain same during employment. Completion of the Traffic Control & Flagger Training within 12 months of employment. Obtain within 12 months of employment a valid Class B California driver's license with tanks and air brake endorsements is required.

Employee will be afforded the use of a class B vehicle to use for the road exam. Safe, satisfactory driving record and ability to maintain it through the course of employment is required. Possess and maintain a valid Collections System Maintenance Grade I Certificate issued by the California Water Environment Association (CWEA) is required.

If not possessed at the time of hire, must obtain within 18 months of employment, and maintain same during employment.
