Regulatory Case Rate Manager Manager (Utilities Operations - T&D)
Austin, TX area - Relocation Assistance Available - Hybrid schedule (2-3 days remote each week)
A Transmission & Distribution Company with wide scale electrical utility infrastructure operations across Texas is seeking to grow its team with the addition of a Rates Manager.
It is a core hire that will support electric service and wholesale transmission rate strategy. This role will work with Finance and Markets groups with interactions directly with the Executive Team, Board of Directors, and regulatory bodies such as ERCOT and PUCT.
The company is well-established with over 70 years of service to their customers. The scope of their operations includes transmission (t-line), regional control centers, and distribution systems with interconnects to various renewable energy technology platforms.

RESPONSIBILITIES:
  • Regulatory Case Rates Manager (Transmission & Distribution) - Leads the rate-making process by performing regular cost-of-service studies
  • Regulatory Case Rate Manager (Transmission & Distribution) - Performs quarterly retail sales forecast and revenue modeling of wholesale power and transmission costs
  • Regulatory Case Rates Manager (Transmission & Distribution) - Evaluates cost and revenue expectations of new rates
  • Regulatory Case Rate Manager (Transmission & Distribution) - Advocates for the approval of new rate programs to the Executive Team and Board of Directors
  • Regulatory Case Rates Manager (Transmission & Distribution) - Stays abreast of Texas legislation, Public Utility Commission of Texas (PUCT) , and ERCOT activities
  • Regulatory Case Rate Manager (Transmission & Distribution) - Advises senior management on recommendations for addressing changes to market rules or new opportunities
  • Regulatory Case Rates Manager (Transmission & Distribution) - Designs rate offerings to attract and retain new and existing customers
  • Regulatory Case Rate Manager (Transmission & Distribution) - Performs rate analysis to maintain market competitiveness

QUALIFICATIONS:
  • 5-10+ years of experience related to design, implementation, and/or management of electric utility rates
  • Must have 3+ years of project coordination or leadership of rate change projects
  • Corporate leadership and stakeholder management experience dealing with regulatory bodies across the Southwest Region like ERCOT, Public Utility Commission of Texas (PUCT), and TRE highly preferred
  • Must have experience performing cost of service studies for electric transmission and distribution services
  • Must have experience performing rate analysis, revenue modeling, and creating rate policy
  • Have knowledge of wholesales power purchase design and/or PPAs
  • Advanced MS Excel experience - preferred
  • Degree in Finance, Business, Regulatory Policy, Energy, or related fields
  • Candidates have typically held the following titles: Regulatory Manager, Policy Manager, Case Rates Manager, Sr. Rates Analyst, Rate Policy Leader, Regulatory Tariffs Manager, Electrical Utility Pricing Manager...etc
