Project Manager - Excavation/Utility work

Project Manager - Excavation & Earthwork (Cape Canaveral, FL)
Position Overview
We are seeking an experienced Project Manager based in Cape Canaveral, FL to lead excavation and earthwork projects from planning through closeout. The ideal candidate will combine hands-on excavation and earthwork experience with strong project management skills to deliver safe, ontime, and onbudget site development and utility installation projects. This role requires close coordination with clients, subcontractors, regulators, and field crews to ensure quality, safety and regulatory compliance in a coastal Florida environment. Qualified candidates will have Florida Excavation & Utility License and  Florida Fire Protection CL V
Key Responsibilities

  • Lead planning, scheduling and execution of excavation and earthwork projects, ensuring milestones and deliverables are met.
  • Manage project budgets, prepare cost estimates, monitor expenditures, and implement budget control measures.
  • Develop and maintain project schedules using MS Project; drive on time completion of critical path activities.
  • Coordinate and manage subcontractors, vendors and equipment resources; issue and administer subcontracts and purchase orders.
  • Oversee heavy equipment operations (bulldozer, excavator, backhoe, loader, compactor) and integrate GPS/machine control for grade control and productivity.
  • Interpret geotechnical reports and work with engineers to develop excavation sequences, shoring/trenching plans, dewatering strategies, and cut and fill calculations.
  • Ensure proper site grading, compaction testing and quality control measures are performed; coordinate materials testing and QA/QC inspections.
  • Prepare, review and manage change orders, payment applications, and contract administration documentation.
  • Develop and implement erosion & sediment control, stormwater management and traffic control plans in compliance with local and state regulations.
  • Obtain and manage permitting requirements; liaise with regulatory agencies and ensure environmental compliance.
  • Implement and enforce OSHA safety standards, perform site safety audits, and maintain incident reporting and corrective action plans.
  • Provide regular status reports to clients and senior management; maintain clear project documentation and asbuilt records.
  • Plan and manage site logistics, staging, access and sequencing to optimize efficiency and minimize disruption.
  • Identify, assess and mitigate project risks; develop contingency plans and resolve field issues proactively.
  • Support estimating efforts and preconstruction activities, including blueprint reading, grade control review and constructability input.

Qualifications

  • Minimum 5+ years experience managing excavation and earthwork projects; proven Project Manager experience required.
  • Demonstrated handson knowledge of excavation and earthwork operations (site grading, cut and fill, compaction).
  • Experience interpreting geotechnical reports and coordinating shoring/trenching and dewatering systems.
  • Strong cost estimating, budget control and change order management skills.
  • Proficient with construction scheduling (MS Project), progress reporting and document control.
  • Familiarity with heavy equipment operations and coordination (bulldozer, excavator, backhoe, loader) and GPS/machine control systems.
  • Working knowledge of erosion & sediment control, stormwater management, utility installation and permitting processes.
  • Experience with QA/QC inspections, materials testing, compaction testing and grade control techniques.
  • Solid understanding of OSHA safety standards and proven ability to implement site safety programs; OSHA 30 preferred.
  • Excellent subcontractor management, contract administration and client communication skills.
  • Ability to read and interpret blueprints, surveys and construction grade control information.
  • Bachelors degree in Civil Engineering, Construction Management or related field preferred; equivalent field experience considered.
  • PMP certification or equivalent project management credential is a plus.
  • Florida excavation license and Florida utility license are desirable; experience with Florida permitting and regulations highly preferred.
  • Valid drivers license and ability to travel to and work on Cape Canaveral sites; ability to pass background and drug screening.
